Overview
We have an exciting career opportunity for a Manager of Employee Relations & Recruitment to join our team! This role serves as a strategic partner in shaping the’s workforce and organizational culture. The Manager leads the design and implementation of employment policies, talent acquisition strategies, and employee and labor relations initiatives that strengthen workforce capability, engagement, and compliance. The incumbent provides counsel to leaders and employees on complex workplace matters, represents the organization in regulatory forums, and fosters collaborative labor-management relationships.
Additionally, the role advances strategic onboarding, hiring, and employment practices that support the Trust’s long‑term goals for attracting, developing, and retaining a skilled and diverse workforce.
- Provide counsel and advise management on complex employee and labor relations matters including contract administration, grievance resolution, performance management, workplace investigations, disciplinary actions, and consistent policy application. Serve as liaison between department leaders and union representatives to support positive and collaborative labor‑management relationships. Participate in the negotiation of bargaining unit agreements.
- Lead and support HR Generalists in the delivery of recruitment, hiring, onboarding, and workforce planning activities. Develop and implement sourcing strategies to ensure efficient hiring of qualified candidates. Establish consistent recruiting procedures that reduce organization exposure to risk and support a cohesive, positive employee experience.
- Research, develop, implement, and evaluate HR policies, procedures, and practices. Ensure consistent application of policies and compliance with employment laws. Conduct or support internal investigations and represent the organization at hearings when necessary. Participate in the Policy Review Team to support the evaluation of organizational policies.
- Assist with departmental planning and budgeting. Provide HR‑related reports, data analysis, and insights.

- Bachelor’s degree in related field.
- Minimum five (5) years of experience in Human Resources or leading an equivalent functional area.
- Demonstrated experience managing full‑cycle recruitment processes, including sourcing, interviewing, election, and onboarding across diverse role types.
- Proven experience managing complex employee relations matters, including investigations, coaching, conflict resolution, and policy interpretation.
- Experience leading a team, including providing direction, setting expectations, and driving performance outcomes.
- Excellent verbal and written communication skills.
- Excellent interpersonal and negotiation skills.
- Strong analytical and critical thinking skills.
- Experience with union relations including participation in collective bargaining, contract administration, and maintaining effective labor‑management relations.
- HR Certification (SHRM‑CP, SHRM‑SCP, PHR, SPHR).
- MBA.

Minimum Salary: $105,300 (Grade 12)
