the Family & Social Services Administration

The Office of Medicaid Policy and Planning (OMPP) is a division within the Family and Social Services Administration, which receives around 18 percent of the state's budget to ensure vital health care coverage to approximately 1 in 4 Hoosiers. Role Overview

This role, Director of Hoosier Care Connect (HCC) and Pathways to Aging, serves as the program subject matter expert within OMPP. You will work collaboratively with other OMPP sections and FSSA divisions to establish program goals, evaluate performance, draft contract provisions and policies, including reimbursement methodologies, while representing OMPP to internal and external stakeholders. This role represents the state in high profile fora with a variety of stakeholders and entails considerable amounts of public speaking, problem-solving, negotiation, and collaboration.

The ideal candidate will have a bachelor's degree (master's degree preferred) in a healthcare-related field, policy analysis or public administration plus at least seven years of experience in healthcare, program administration, grants management, or similar with progressive growth in responsibilities and leadership. Extensive knowledge of all source materials and references, including federal and state laws governing the Healthy Indiana Plan, Hoosier Healthwise, the Indiana Health Coverage Program, and other FSSA initiatives as well as knowledge of 1115 Waiver authority and processes is preferred.

This role also requires some in-state travel. This position is required to work in the OMPP central office 37.5 hours per week.

Salary Statement

The salary for this position traditionally starts at $75,010.00 but may be commensurate with education or work experience.

A Day in the Life

The essential functions of this role are as follows:

  • Review and evaluate organizational effectiveness, goal determination, and strategic planning, etc., makes recommendations for improvement.
  • Assist the Director with developing and coordinating plans and policies, resources, and mission as well as goals, vision and expectations of agency or program.
  • Provide guidance to agencies and the public regarding applicable laws and rules.
  • Supervise subordinate personnel including hiring, determining workload, and authorizing assignments, training, monitoring, and evaluating performance, and initiating corrective or disciplinary action.
  • Assist with monitoring agency or program budget including revenues, expenditures, and budget projections.
  • Communicate with news and other media and respond to media questions or requests in an appropriate public relations manner.
  • Coordinate with other government officials on planning issues.
  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
  • Set expectation, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.
