We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance;
monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.
Role Overview:
This position is located in the Southeast Regional Office, Office of Program Support of the Indiana Department of Environmental Management. The position works with the Office of Air Quality (OAQ) and is responsible for effectively using a variety of compliance and enforcement tools and resources to improve air quality in Indiana.
The incumbent will work independently as an environmental compliance and enforcement staff member to ensure that regulated sources maintain compliance with state and federal laws, regulations, and standards. The incumbent conducts permitted facility compliance inspections, conducts complaint investigations, determines sources of air pollution, analyzes problems, and recommends a course of action to bring a source into compliance, including gathering of evidence and serving as an expert witness at adjudicatory proceedings.
The incumbent will use the appropriate enforcement response to return noncompliant sources to compliance in a timely manner. The incumbent will utilize broad and extensive knowledge of federal, state, and local laws and regulations relating to air pollution to manage compliance of sources and individuals. The incumbent will use a thorough knowledge of environmental health sciences, public and environmental health, and utilize a thorough knowledge of environmental protection principles and practices to conduct inspections, determine the validity of complaints and/or violations, review various source reports including annual compliance certifications, review proposed permits, and take appropriate enforcement action based on branch and agency policies, guidance, and SOPs.
In the case of a violation, the incumbent gathers necessary evidence and recommends an appropriate course of action. The incumbent will also serve as a subject expert for an assigned inspection sector.
The incumbent will maintain a working knowledge of agency organization, function, policies, and procedures as they relate to pertinent air compliance and enforcement program areas. The incumbent will have the ability to communicate both orally and in writing. The incumbent must attend an initial health and safety training course, attend annual refresher training, annual medical monitoring, and complete bi-annual opacity reading certification.
The position will be stationed at IDEM's Southeast Regional Office located in Brownstown, Indiana. The position will report the Brownstown office each day. The position will be responsible for inspections and responding to complaints within an assigned work area. The assigned work area may be in any of the 23 counties (Brown, Bartholomew, Clark, Crawford, Dearborn, Decatur, Fayette, Floyd, Franklin, Harrison, Jackson, Jefferson, Jennings, Lawrence, Monroe, Ohio, Orange, Perry, Ripley, Scott, Switzerland, Union, and Washington) covered by the Southwest Regional Office.
This position involves frequent daytime travel. Minimal overnight travel may be required. A vehicle is provided for daily travel while on duty.
This position requires a valid IN driver's license
Salary Statement:
The salary for this position traditionally starts at $53,222.00but may be commensurate with education or work experience.
