Overview

The AHP Compliance Specialist is responsible for assisting in the effective implementation and administration of the Affordable Housing Program, including adherence to policies and procedures, program guidelines, and FHFA regulations.

Specific Responsibilities Program Related Development
  • Assist in preparing and testing the AHP application and related forms for accuracy and consistency with the implementation plan.
  • Make recommendations for changes to the AHP Implementation plan including scoring components, threshold requirements, and policies.
  • Provide input on program timelines.
  • Assist in the development of program materials and resources.
  • Perform scoring and financial analysis of AHP project applications.
  • Review and make recommendations for internal monitoring policies and procedures.
Outreach and Related Activities
  • Assist in preparing for and providing training, presentations, webinars, and technical assistance to external partners including member banks, non-profit housing providers, for-profit developers, consultants, and other customers utilizing the AHP.
  • Support internal and external customers with program-related questions.
  • Represent the Bank at groundbreakings, ribbon cuttings, workshops, and conference events.
Data and Reporting
  • Collaborate with CID staff in identifying needed updates/enhancements to FHLBI.GIVES, Webi, and other program management systems and reporting mechanisms.
  • Ensure partners and developments adhere to statutory restriction and Community Investment Department policies and procedures including identification of potential fraud or deliberate misrepresentation by program users, members, or Bank staff.
General Activities
  • Performs disbursement, monitoring, and compliance functions consisting of comprehensive analysis and assessment of multi-family and single-family rental and home ownership development proposals for financial feasibility and programmatic compliance.
  • Processes and makes recommendation for approval of modification and extension requests.
  • Collects and analyzes data on income, targeting, and special needs households.
  • Maintains knowledge of regulatory changes and housing industry trends.
  • Additional duties as assigned.
Position Requirements
  • Bachelor’s degree in Accounting, Finance, Business Administration, Real Estate, Urban Planning, Public Affairs or other closely related fields.
  • One to three years  of professional business experience analyzing and interpreting housing development, budgets, financial structures, operating pro-formas, and regulatory agreements.
  • Knowledge and experience underwriting or administering public and private funding sources including Low-Income Housing Tax Credits, HOME, CDBG, Development Fund, HUD, USDA, and private mortgage lending products.
  • Must possess exceptional organizational skills, the ability to prioritize and manage multiple priorities, and be detail oriented.
  • Excellent written and oral communication skills including public speaking.
  • Possesses sound judgment and excellent customer service skills to handle sensitive situations with tact and diplomacy.
  • Intermediate level expertise of Microsoft Office products.
  • Availability for occasional overnight travel.
  • Must not have been convicted of any civil or criminal charge that would suggest a risk to Bank security.
  • Ability to work full-time.
  • Ability to uphold and model the Bank s Guiding Principles.

Hiring Range
: $64,000 - $75,000

Hiring ranges reflect the base salary that the Bank reasonably expects to pay for a given role and is not inclusive of annual incentive award opportunities, retirement benefits or the value of other health and welfare or other ancillary benefits. We consider many factors when determining base salaries such as individual background and experience, the competitive environment, education, particular skill set(s), and industry and institutional knowledge.
