The Pavement Asset Manager is responsible for leading the development and continuous improvement of the Pavement Program and 20-Year Pavement Preservation Plan. Reporting to the Director of Pavement Management, this position guides a team to bring fiscal constraint to the 20 Year Plan, leads ongoing review of the active pavement program to maintain budget alignment, and prepares responses to program and data‑related inquiries.
The Pavement Asset Manager contributes to the advancement of the Pavement Management System and provides strategic direction for INDOT’s pavement goals through developing and applying policies and procedures. This position supervises staff who perform QA/QC of pavement data, develop and maintain office and field tools for asset management, and update policies and procedures.

This position is located in INDOT’s Indianapolis Central Office.
This position traditionally starts at an annual salary of $93,002.00. Salary for this position may be commensurate with education and job experience.
A Day in the LifeThe essential functions of this role are as follows:
- Participate in the development of goals for the division’s strategic plan, assists in preparing division budgets, and lead an engineering team.
- Monitor programs to ensure policy and best practices are actively deployed.
- The Highway Engineer Supervisor assures accurate and timely updating of management information systems as they relate to the delivery of the program, and ensures their business rules, policies, and procedures are implemented and maintained as standard business practice in their designated work environments.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
WhatYou’ll Need for Success
This person must have the following requirements to be considered for employment:
- Must have a Professional Engineer license in Indiana.
- Must have an Indiana driver’s license.
- Graduation in an approved engineering curriculum of four (4) years and professional experience in engineering, civil engineering, transportation research, or a closely related field, with demonstrated ability to apply the required knowledge, skills, and competencies in a similar role.
- Must be able to read and interpret various contracts, plans, laws, administrative rules, and regulations.
- Effectively communicate, both orally and in writing.
- Basic knowledge of the agency.
- Must be able to read and interpret specifications, standards, and policies and apply them to operations.
