The AGRINVEST Programme aims to foster sustainable and inclusive growth of Angola’s agrifood sector by strengthening value chains, supporting agribusiness competitiveness, and promoting agricultural innovation. The programme focuses on institutional coordination, private‑sector engagement, and improved monitoring and reporting systems to ensure long-term impact and accountability.
Role DescriptionThe Agronomist and Monitoring & Evaluation (M&E) Specialist will provide technical and analytical expertise to support the design, implementation, and monitoring of project activities. The expert will combine agronomic and M&E functions, ensuring that interventions are technically sound, aligned with agricultural best practices, and effectively measured through robust indicators and data systems.
Qualifications and Skills- Degree in Agronomy, Agricultural Engineering, or a related field; alternatively, at least 10 years of relevant professional experience.
- Specialised training in Monitoring and Evaluation (M&E).
- Fluency in Portuguese and English (minimum C1), both oral and written.
- Minimum 5 years of experience in agriculture, agronomy, or rural development, including technical assistance, advisory services, or extension work.
- At least 3 years of experience in agricultural investment programmes and training for farmers and technical staff.
- Proven experience in designing and implementing M&E frameworks.
- Minimum 3 years of experience developing and ope rationalising performance indicators and M&E systems, including data collection, analysis, and reporting.
- Minimum 3–4 years of combined experience in agronomy and M&E, covering monitoring, data collection, results tracking, and reporting.
- Proven expertise in agricultural project monitoring, including field visits, baseline/end‑line data, and performance reporting.
- Experience in agronomic assessments (crop performance, soil/irrigation/fertiliser management) and translating field data into programme indicators.
- Familiarity with digital tools for field monitoring, data analysis, and stakeholder consultations.
- Experience with EU‑funded or donor‑financed agricultural projects is an advantage.
