About The Family & Social Services Administration

The Office of Early Childhood and Out-of-School Learning (OECOSL) within the Family and Social Services Administration (FSSA) oversees early childcare, education, and out-of-school-time programs. Our vision is that every Indiana community will have a strong network of Early Care and Education and Out-of-School Time programs that support the child, the family and local schools. Programs will be high quality, affordable and accessible to enable families to work effectively to obtain economic self-sufficiency.

Professionals teaching and caring for children will have the resources, including training and education, needed to operate and maintain high quality programs.

Role Overview

This role, Policy and Procedure Analyst, ensures programs and policies are compliant with current federal and state requirements, monitors them for changes, and recommends appropriate future actions.

Salary Statement

The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.

A Day In The Life
  • Research and perform analysis of the efficiency and effectiveness of existing and proposed programs and policies of the agency.
  • Identify procedural inefficiencies and process duplication among and between programs and makes recommendations for potential alternatives.
  • Research compliance of all existing and new policies and procedures in meeting federal and state requirements.
  • Use process improvement to facilitate the collection and analysis of information to assist management identify and plan business process changes for short and long-term strategic goals.
  • Review and evaluate new or improved practices for application to agency programs or operations.
  • Perform analyses of business issues, prepares project reports and develops proposals to implement changes in program processes and procedure.
  • Provide recommendations to Agency Leadership regarding multi-dimensional issues impacting program processes and procedure.
  • Monitor proposed or pending changes in federal programs, laws, rules, regulations, eligibility criteria, etc., in terms of the potential impact on programs, rules, laws, and policies. Recommends appropriate response and/or action.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What

You'll Need For Success
  • Seven (7) years of work experience in business administration, economics, program design, public administration, public policy, statistical analysis, or accredited college training in a related field OR
  • Bachelor’s Degree in Business Administration, Economics, Public Administration, or related fields may substitute for the required experience with a maximum substitution of four (4) years.
  • Thorough knowledge of program research design, data and information collection and analysis or statistical analysis.
  • Broad knowledge of agency programs and their interaction and overlaps.
  • Broad knowledge of applicable federal and state programs and statutory requirements as they apply to the agency programs.
  • Through knowledge in the areas of policy analysis, organizational analysis, public administration and management, budgeting, and financial management as they apply to public service delivery.
  • Ability to use standard computer word processing, spreadsheet and database programs as needed for research and statistical analysis.
  • Ability to analyze problems, to recommend and present alternative solutions.
