Location: Scott Air Force Base
Duties The primary purpose of this position is:
To serve as Department of Defense and command headquarters expert as a commercial aviation operations analyst, applying Air Force military or commercial rated pilot experience and civilian airline knowledge/experience to inspect/analyze all operations aspects of commercial passenger and cargo air carriers providing or attempting to provide air transportation to the Department of Defense (DoD). Duties
* Applies extensive Air Force, military, or commercial pilot experience in conducting evaluations of commercial air carrier operations of major, regional, and on-demand airlines utilizing turbine, turboprop, and reciprocating fixed and rotary wing aircraft, both domestic and foreign, against DoD Commercial Air Transportation Quality and Safety Requirements for commercial air carriers as outlined in 32 CFR 861, Federal Aviation Regulations, and industry standards.
* Prepares written performance evaluations of air carriers currently DoD approved and assessments of carrier applications (statement of intents) of air carriers requesting to become DoD approved.
* Serves as a senior command headquarters staff action officer and as the source of expert opinion and technical information on commercial aviation operations issues to the CARB, a group of senior military officers charged with ensuring air carriers providing airlift to the DoD are safe.
* Conducts special projects and studies relating to any aspect of commercial airlines flight operations as assigned or indicated by findings or on-going analysis of air carriers. Requirements Conditions of employment

* Travel may be performed as a passenger or operator of automobiles, as a passenger on DoD-owned or operated aircraft or as a passenger on a commercial airline.
* Air Force pilot experience or extensive commercial airline pilot experience (ATP), is critical to the successful completion of the work.

* Work away from the office is performed in and around aircraft in all weather conditions.
* Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

* This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED
EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of commercial air carrier flight operations, standards, procedures, training and policies to assess, analyze and evaluate flight operations to include all areas of a commercial air carrier's operations department including FAA enforcement actions (violations), accidents, incidents, fleet composition, crew hiring, training, captain upgrade, scheduling, in-flight performance, flight records, operational control, charter procedures, safety program, and security thorough knowledge of flight air crew standards, policies, procedures, safety, and training methods to observe, evaluate, and assess pilots and flight attendants;
knowledge of the operation of turbine, turboprop, and reciprocating powered fixed and rotary wing aircraft. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
