The Rock Island District's Operations Division is responsible for the safe, reliable, and efficient operation and maintenance of a 9-foot navigation channel on 268 miles of the Illinois Waterway, from Joliet, Illinois to near Beardstown, Illinois. The navigable portions of this river and the locks and dams that allow waterway traffic to move from one pool to another are integral parts of a regional, national, and international transportation network.
The system is significant for certain key exports and the Nation's balance of trade. More than 580 manufacturing facilities, terminals and docks ship and receive goods through the Upper Mississippi River Basin, which includes the Illinois Waterway. Annually, the regional project generates an estimated $3 billion of transportation cost savings compared to overland methods. Currently, our District is seeking experienced professionals to serve as Lock and Dam Operators at the following locations:
Peoria Lock and Dam, LaGrange Lock and Dam, and Starved Rock Lock and Dam. These positions may be filled at the WY-05, WY-07, or WY-08 level. Responsibilities for these roles at all the identified locations include:
- Working under the direction of a head lock and dam operator and other senior lock staff
- Operating lock and dam gates, control valves, and other associated equipment required for passage of a variety of private and commercial traffic through the lock structure and/or maintenance of required pool levels.
- Performing other installation repair and maintenance tasks
- Gathering and recording essential data from boat pilots regarding cargo and travel details.
- Assisting in the installation, repair, and maintenance of lock machinery and equipment, performing operational checks to prevent equipment malfunctions, and utilizing various hand and power tools.
- Demonstrating and enforcing safety regulations and methods to avoid hazards to employees, property or vessels.

Other Conditions And RequirementsThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Minimum Experience RequirementAbility, without more than normal supervision, to perform common lock and dam operations tasks including:
1) operating lock and dam equipment where lock and dam gates/valves are electrically or hydraulically controlled as directed;
2) making minor repairs to lock and dam equipment;
3) applying locking procedures, policies, and laws regarding traffic right-of-way, sequence of operation and safe passage of hazardous commodities and damaged crafts;
4) complying with governing safety practices and procedures.
Applicants should document experience and/or show the ability to: perform common lock operations tasks performing maintenance or repair tasks utilizing mechanical or electrical equipment such as lawn mowers, hedge clippers, electrical drills, and manual wrenches.
To qualify for the WY-07 levelIn addition to the experience identified above, applicants must also have completed Parts 1 and 2 of Inland Marine Transportation System (IMTS) training.
To qualify for the WY-08 levelIn addition to the items above, applicants must also be IMTS Certified.
