Position Overview
This position is accountable for operating and maintaining the Illinois Certification and Research Track (ICART) facility. This position procures and maintains non-destructive testing systems to support the department's roadway research, pavement management needs, and oversees the pavement and bridge testing field operations.
Essential Functions
* Determines and prioritizes the department's non-destructive testing equipment certification and pavement testing requirements.
* Manages field operations to provide accurate information in a timely manner to support roadway research and pavement management activities.
* Plans, organizes, and controls the certification, development, and maintenance of instrumentation to adequately support the department's roadway research needs.
* Operates and maintains the Illinois Certification and Research Track (ICART) facility effectively and efficiently to support certification and field-testing efforts.
* Coordinates with the Pavement Evaluation Section staff to schedule certification efforts in a timely manner to ensure nondestructive testing equipment is able to meet testing deadlines.
* Prepares technical reports, assists with other groups in the writing of technical specifications, reviews reports, and prepares comments.
* Recommends purchases of operating parts and capital equipment expenditures for the successful completion of work.
* Trains, motivates, and evaluates subordinate personnel to ensure efficient operations.
* Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
* Performs other duties as assigned.
Minimum Qualifications
* Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS six years of engineering experience OR eight years of engineering experience.
Preferred Qualifications
* Supervisory experience.
* Strong written and oral communication skills.
* Experience reading roadway and bridge construction plans.
* Working knowledge of the American Society for the Testing of Materials (ASTM), American Association of State Highway and Transportation Officials (AASHTO) standards.
* Proficient in the Microsoft Office Suite and Adobe Acrobat.
* Ability to evaluate and diagnose problems in testing systems.
Conditions of Employment
* Valid driver's license.
* Occasional statewide and out-of-state travel with overnight stays.
* Successful completion of a background screening.
