Position Summary
The primary function of an employee in this class is to perform technical engineering work in the general planning, design, construction, maintenance and repair of city utilities and transportation infrastructure. Project duties may include planning, budget development, environmental work, design, right-of-way actions, public involvement, project bidding, construction oversight and project closure; reading, reviewing, and approving plans from development applicants and/or consulting engineers to verify designs are in accordance with City codes, standards, and specifications.
Engineering work will also include oversight of public works construction and acting as a technical resource for the public works staff. This position includes a combination of office and field-related duties.

- Works closely with the Public Works Director and Public Works Foreman to:
- Plan long, medium and short-range projects;
- Identify issues and potential solutions associated with the public works systems;
- Provide technical assistance to public works and planning staff.
- Reviews applicant-prepared subdivision and site plans and determines the adequacy of said plans in meeting the City’s established standards; assists City Public Works Director/City Engineer and Building Inspector in the final inspection and acceptance of public improvements associated with development projects; evaluates work by the Public Works department and developers within public right-of-way to assure that the work meets City standard, requirements, and sound engineering practices.
- Prepares and/or reviews construction plans, specifications, and cost estimates for City infrastructure projects; provides technical guidance on a project-by-project basis as assigned.
- Writes technical specifications for sanitary sewer, water, drainage, street, and other construction projects; researches and reviews products, materials, and means and methods of construction for potential approval for use in public infrastructure construction within the City; assists in updating City standard specifications and standard drawings.
- Collects data and performs analysis of traffic, water systems, stormwater collection and disposal, and sanitary sewer collection.
- Conducts inspections, as assigned, for a variety of public and private projects related to improvements associated with the city infrastructure.
- Attends planning and construction meetings and makes presentations before various Boards, City of Driggs – Assistant Engineer 2 Planning & Zoning Commission and City Council.
- Performs other duties as required.
- General residential, commercial, public works, and construction methods, materials, principles and practices;
- Methods, procedures, equipment, standard practices, and objectives and standards of culinary water production and delivery and wastewater collection processes;
- Methods, procedures, equipment, standard practices, and objectives and standards of street construction, maintenance, and repair;
- Federal (OSHA) and state regulations and City policies regarding safety training and safe work practices;
- English grammar, spelling, punctuation, and composition;
- Recordkeeping practices and procedures;
- Current office and customer service practices and procedures.
- Experience with AutoCAD.
- Read and interpret engineering, legal, technical, regulatory, and operational documents, manuals, journals, blueprints, specifications, and diagrams;
- Perform as a working engineer by performing manual labor, operating light and heavy equipment and using a variety of hand tools and equipment;
- Communicate effectively both orally and in writing with the public, peers, the Mayor, City Council and other City employees, under sometimes stressful conditions;
- Maintain a professional demeanor at all times;
- Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
