Position Type: Key Personnel (Labor-Hour Task Order, As-Needed)

Location: Nez Perce Reservation, Lapwai, Idaho (on-site with emergency/on-call support)

Client: Bureau of Indian Affairs (BIA), Northern Idaho Agency (NIA)

Position Overview

The Drinking Water System Operator (DWSO) SME II is responsible for operating, maintaining, monitoring, and ensuring regulatory compliance of a very small community drinking water system (serving fewer than 500 users). The DWSO ensures the delivery of safe, potable water in full compliance with federal and State of Idaho regulations.

Key Responsibilities
  • Operate and maintain the BIA community drinking water system in compliance with the Safe Drinking Water Act and applicable EPA and Idaho DEQ regulations.
  • Perform routine system checks, data collection, sampling, monitoring, and water quality reporting.
  • Prepare and submit required regulatory reports (e.g., Monthly Operating Reports, Consumer Confidence Reports).
  • Conduct site visits and submit detailed inspection reports within 48 hours, including findings, recommendations, and photo documentation.
  • Maintain system equipment; troubleshoot and support repairs, upgrades, and maintenance activities.
  • Coordinate closely with BIA and NIA staff.
  • Maintain accurate electronic records and documentation.
  • Provide emergency response support, including availability for 24/7 call-outs related to system failures, contamination events, or power outages.
  • Support compliance with OSHA safety standards, chemical handling procedures, and confined space requirements.
Required Qualifications
  • Active Idaho Drinking Water System Operator License (appropriate level for the system); proof required annually.
  • Demonstrated experience operating groundwater-based community water systems.
  • Knowledge of distribution system hydraulics, storage tanks, and pressure zones.
  • Strong understanding of federal and state drinking water regulations and reporting requirements.
  • Ability to respond effectively to emergencies and implement emergency response plans.
  • Proficiency with computers and software for reporting, documentation, spreadsheets, photo archiving, and electronic submissions.
  • Strong written and verbal communication skills.
  • Ability to work independently on an as-needed, flexible schedule.
Additional Requirements
  • Ability to pass a background investigation.
  • Availability to support on-site work and emergency services outside normal business hours when required.
  • Compliance with all applicable federal security and confidentiality requirements.
