Summary

Valley County is seeking a disciplined and highly skilled Operations Manager – Construction
, to lead the road construction employees, physical infrastructure, and motor pool assets of the Road & Bridge Department. This leadership role is responsible for the safety, quality, and efficiency of the critical transportation networks that serve the Valley County community.

This is a full-time position with full employee benefits, and is classified as exempt under the Fair Labor Standards Act (FLSA).

Duties & Responsibilities

The Operations Manager – Construction directs and supervises the employees and assets of the Valley County Road and Bridge Department and Motor Pool. Reporting to the Director, the incumbent oversees day-to-day construction projects, infrastructure maintenance, and essential seasonal operations. This position ensures project quality, crew accountability, and the effective maintenance of the county’s extensive vehicle and equipment fleet. Primary responsibilities include the following:

Operational Leadership

Oversees road and bridge construction, maintenance work, and snow removal schedules. The Manager works collaboratively with the Director to schedule and execute major roadway construction projects.

Personnel Management

Assists with hiring, training, and work assignments. The incumbent evaluates performance and enforces strict accountability across all crew tasks in coordination with Department leadership.

Asset Stewardship

Maintains and monitors Road Department assets, including heavy equipment repair and motor pool vehicle maintenance, in coordination with the Shop Foreman.

Safety & Compliance

Enforces safety and temporary traffic control protocols within the county right-of-way, performing all duties in accordance with county policies and OSHA best practices.

Field Oversight

Performs site observations for roads and bridges to determine maintenance needs and conducts inspections to ensure work quality and resource availability.

Typical Qualifications
  • Bachelor’s degree in Construction Management, Civil Engineering, or a closely related field; or an equivalent combination of education, training, and experience.
  • Considerable and progressively responsible experience in the heavy civil or road construction industry, with demonstrated success in project management and crew leadership.
  • A comprehensive understanding of Idaho Standard Public Works Construction (ISPWC) and standard practices for road and bridge maintenance.
  • Knowledge of Federal OSHA regulations, safety leadership, and methods for seasonal maintenance including snow removal and de-icing.
  • Proficiency in operating heavy and light equipment, as well as computer proficiency in MS Excel and MS Project (or similar scheduling software).
  • Possession of a valid Idaho driver’s license.
Desired Qualifications

Although not required to qualify for this position, possession of either of the following will increase the standing of the applicant:

  • Possession of a Class A Commercial Driver’s License (CDL).
  • Professional knowledge of Bluebeam software.
