You will report to the Facilities & Site Services Business Manager.
Responsibilities- Leadership and Workforce Development
- Lead, mentor, and develop a team of financial analysts supporting facilities and operations, utilities, infrastructure, sustainment, maintenance, and site service
- Establish consistent financial support models and expectations across diverse facilities and operations divisions
- Promote a culture of innovation, collaboration, continuous improvement, and accountability
- Financial Planning, Budgeting & Forecasting
- Lead development, execution, and monitoring of annual operating plans and multi-year forecasts for facilities and site services
- Support indirect budget formulation, service center rate development, and cost allocation activities within facilities and site services
- Perform cost performance analysis, variance reporting, and trend analysis to support operational decision-making
- Mission & Infrastructure Support
- Provide financial analysis and decision support for infrastructure sustainment, deferred maintenance reduction, utilities operations, and site-wide services
- Support development of business cases, cost estimates, and funding justification for infrastructure investments and mission-support initiatives
- Partner with Facilities & Site Services leadership to align financial planning with mission priorities and risk management
- Governance, Compliance & Process Improvement
- Ensure compliance with cost accounting standards, internal policies, and M&O contract requirements
- Lead efforts to standardize financial processes, tools, and reporting across Facilities & Site Services divisions
- Identify opportunities to improve efficiency, transparency, and institute a cost-conscious culture
- Additional Responsibilities
- Manage activities of a broad functional area through non-exempt and exempt specialists. Provide direction to employees according to established policies and management guidance.
- Manage, train and motivate staff to meet unit targets and objectives. Manage employees that perform similar or related tasks. May supervise more than one shift or work unit and subordinate managers.
- Responsible for developing and administering budgets, schedules, and performance standards for the organizational unit. Take actions to monitor and manage costs related to a section.
- Receive assignments based on incremental objectives and defined processes. Monitor, integrate, and coordinate daily, weekly or monthly activities.
- Monitor activities to develop operational enhancements and is responsible for maintaining internal control, schedule, and quality adherence. Develop and manage routine operational plans.
- Participate in the development of overall objectives and long-term goals of the business unit.
- Ensure quality, record keeping, and compliance.
- Recommend changes to sub-unit, unit, or discipline policies. Identify, troubleshoot, or resolve escalated problems, working on issues of moderate to large scope/complexity.
- Interact with subordinate supervisors and functional peer groups. Interaction requires interpreting and explaining information to audiences familiar with the subject.
- Gain cooperation of others, conducting presentations of technical information concerning specific projects or programs.
- First or second level of management. Typically reports to Sr. Manager or Director.
Minimum Requirements: Bachelor's degree in finance, Accounting, Business Administration, Economics, or related field and 5 years of progressive experience in financial management, budgeting, or financial analysis with 2 years of proven leadership.
Job Information:
- The target pay range for this position is ($118,599- $179,333) annually. The full pay range is Salary grade 520 ($93,840-$225,180). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.

This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
