Overview
The Project Manager (PM) serves as the primary point of contact and overall lead responsible for planning, coordinating, and overseeing all phases of a small records management and policy implementation effort. The PM provides day-to-day project leadership, ensures compliance with applicable federal records management laws and National Archives and Records Administration (NARA) requirements, and ensures timely, high-quality delivery of all project deliverables.
Working closely with Government stakeholders, the PM ensures effective coordination across organizational units while maintaining adherence to approved schedules, scope, quality standards, and security requirements.
- Serve as the primary liaison between the Contractor and Government stakeholders, ensuring clear communication and effective coordination throughout the project lifecycle
- Lead overall project planning, scheduling, and execution across all project phases, from initial assessment and policy development through implementation and closeout
- Coordinate and facilitate project kickoff meetings, recurring status meetings, and deliverable review sessions, including both virtual and on-site engagements as required
- Oversee development, review, and submission of all required deliverables, including records policies, disposition schedules, standard operating procedures, training materials, and implementation documentation
- Ensure all work products comply with federal records management laws, NARA General Records Schedules (GRS), and applicable agency-specific policies and procedures
- Manage project risks, issues, and dependencies; proactively identify potential challenges and implement mitigation strategies to maintain schedule and performance
- Monitor progress against milestones and provide regular status reports detailing activities completed, challenges encountered, corrective actions, and percentage of completion
- Coordinate staffing and resource allocation to ensure qualified personnel are appropriately deployed and tasks are completed efficiently
- Ensure compliance with all security, confidentiality, and data handling requirements, including safeguarding sensitive or restricted information
- Support training and knowledge transfer activities to enable Government personnel to effectively implement and sustain updated records management policies and procedures
- Maintain quality assurance oversight to ensure all deliverables meet defined acceptance and performance criteria
- Minimum four (4) years experience in federal HR in two or more of the following areas: personnel processing;
Official Personnel Folder (OPF) file maintenance; staffing; and benefits. - Minimum of three (3) years of project management experience and/or Project Management Professional (PMP)
- Minimum of three (3) years experience in the use of the Electronic Official Personnel Folder (eOPF) system, HRConnect, and NFC Mainframe/Reporting
- Minimum of three (3) years experience with Personnel Action Request (PAR) processing
- Proficiency in use of the MS Office Suite including Outlook, Excel, Word, and Share Point
- Demonstrated experience in using OPM’s Guide to Personnel Recordkeeping, NARA’s General Records Schedules 2.1 and 2.2, and FADGI 3-star guidelines
- Working knowledge of Official Personnel Folder (OPF) records and how to verify service history
- Experience in conducting quality control reviews to check the accuracy of HR documentation
- Proficiency with scanning equipment
- Excellent verbal and written communication skills
- Ability to interact with individuals at all levels to request and provide information
- Must have strong attention to detail
- Experience in performing routine tasks while maintaining attention to detail and accuracy of data
- Knowledge of the appropriate safeguards to protect documents against loss and unauthorized dissemination
