Position: Parole Officer V - Training and Leader Development - Huntsville (711812)

JOB SUMMARY

Performs highly advanced parole administration and supervision work. Work involves reviewing and approving parole supervision activities, parole investigations, and parole release plans and reports; coordinating case assignments; conducting case analyses; and supervising the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS
  • Plans, implements, coordinates, monitors, and evaluates regional parole operations; plans, schedules, and supervises parole administration and regional staff activities to ensure compliance with agency policies, procedures, standards, and objectives; develops and implements policies and procedures; reviews program budgets; and prepares reports and other related documents.
  • Reviews workload statistics, caseload assignments, and case reports; directs parole officers in developing new sources of information and in improving casework techniques; coordinates and conducts parole investigations of highly confidential matters; and directs actions to be taken on specific cases.
  • Directs the preparation of training and operational manuals, educational materials, and information programs; and develops and maintains in-service training programs.
  • Performs criminal information searches and retrieval using Texas Department of Public Safety criminal history system access.
  • Supervises the work of others.
MINIMUM QUALIFICATIONS
    Education:

    Bachelor’s degree from an accredited college or university. Major coursework in Criminal Justice, Counseling, Social Work, Psychology, Sociology, or a related field is preferred.
  • Experience:

    Seven years full‑time, wage‑earning case management or case processing experience in the criminal justice or social services field, including four years in the supervision of employees.
  • Parole officer experience is preferred.
  • Technical review or program evaluation experience is preferred.
  • Teaching, training, or staff development experience is preferred.
  • Must have a valid state driver license and maintain valid license(s) for continued employment in position.
  • Must obtain a certificate of course completion for the Texas Law Enforcement Telecommunications System (TLETS) policy and procedures training within six months of employment date.
KNOWLEDGE AND SKILLS
  • Knowledge of the principles of criminology and penology.
  • Knowledge of the principles, methods, techniques, and practices of parole case management.
  • Knowledge of the psychological concepts of behavior, social adjustment, and emotional stability.
  • Knowledge of state and federal laws, rules, regulations, and statutes regarding pardons and paroles.
  • Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill to review technical data and prepare technical reports.
  • Skill in problem‑solving techniques.
  • Skill to develop, review, and make recommendations on case documentation.
  • Skill to conduct investigations.
  • Skill to plan work in order to meet established guidelines.
  • Skill to train and supervise the work of others.

  • Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.
  • Conditions include working inside, around machines with moving parts and moving objects, radiant & electrical energy, working closely with others, working alone, working protracted or irregular hours, and traveling by car, van, bus, and airplane.
  • Equipment (machines, tools, devices) used in performing essential functions include computer and related equipment, calculator, copier, fax machine, recording and transcription equipment, telephone, dolly, and automobile.
