Program Manager - MS&A Group

Overview

Program Manager responsible for executing the objectives for the company's Modeling Simulation & Analysis (MS&A) Group. This is a high-visibility position for Capstone Corporation with a significant opportunity for growth. Salary is based on relative experience and education.

Responsibilities
  • Lead day-to-day execution of multiple Modeling, Simulation & Analysis projects and product lines supporting a broad base of DoD, Agency, and Internal Customers.
  • Develop, execute, and maintain integrated program and product-line execution plans, including schedules, milestones, risks, and associated budget requirements.
  • Execute and refine the MS&A strategy by translating strategic objectives into actionable product-line roadmaps, release plans, and capability maturation plans, in coordination with Group leadership.
  • Direct and coordinate cross-functional technical teams (engineers, analysts, developers, SMEs) in the development, integration, execution, and sustainment of MS&A products and analyses.
  • Support personnel management activities including staffing plans, task assignments, and task performance in coordination with Group Management.
  • Interface with senior stakeholders, executives, and high-level government customers.
  • Work closely with the CFO and Contracts Management to develop multi-customer funding strategies, provide contract deliverables, financial reports and forecasts.
  • Build and maintain long-term relationships, support business development activities, and identify opportunities to expand MS&A capabilities, product reuse, and follow-on work.
  • Develop, manage, and monitor detailed spend plans, including burn-rate tracking, variance analysis, and corrective action recommendations.
  • Ensure transition of engineering algorithms and analysis capabilities into production-quality software products, including versioning, and configuration management.
Requirements
  • Bachelor's degree in engineering or related field.
  • Minimum of 12 years of relevant experience and 3 years of program / project management experience in Government or industry roles (e.g., Program Manager, Project Manager, Lead Engineer, or other roles that demonstrate understanding of the program development lifecycle).
  • Agile, SAFe, or software program management experience is highly desirable.
  • Technical familiarity with MS&A and digital engineering environments, such as:
    • MBSE tools (e.g., SysML-based modeling environments)
    • Physics-based, mission-level, or campaign-level simulations
    • Software development lifecycle for modeling and simulation tools
    • Data analysis, visualization, and verification & validation (V&V) concepts
    • Live-Virtual-Constructive (LVC) integration environments
  • Active Secret Clearance
Preferred Requirements
  • Master's degree in engineering, computer science, related field, or equivalent related experience
  • PMP, PgMP, or other relevant degrees or certifications are highly desirable
  • Five (5) years of DoD program / project management experience
  • In-depth knowledge of government contracting, procurement processes, and compliance requirements
  • Strong leadership, strategic thinking, and communication and coordination skills
  • Experience managing cost-plus and/or hybrid contract types and coordinating funding across multiple task orders or customers
