Torch Technologies is seeking a Director of Strategic Capture that will provide enterprise-level leadership, oversight, and accountability for the company's capture management team. This role is responsible for ensuring disciplined, consistent, and effective execution of capture activities across the company s priority government pursuits, with a focus on large, complex, and strategically significant opportunities.
Reporting directly to the Vice President for Business Development, the Director of Strategic Capture serves as the senior authority for capture governance, strategy quality, and execution rigor. The role participates in customer engagements, guides shaping strategies, and provides senior-level recommendations to improve win probability, investment decisions, and overall capture effectiveness across the portfolio.
As a Director of Strategic Capture, duties include the following, but are not limited to:
Responsibilities- Capture Leadership and Accountability
- Provide leadership, oversight, and direction to the capture management team.
- Hold capture managers accountable to defined roles, responsibilities, timelines, and performance expectations.
- Ensure capture activities are executed with discipline, consistency, and alignment to corporate growth priorities.
- Establish and enforce capture best practices, standards, and governance across all major pursuits.
- Strategy, Shaping & Customer Engagement
- Actively participate in customer engagements for priority pursuits to support shaping, positioning, and relationship development.
- Provide expert guidance on shaping strategies, acquisition influence, and competitive positioning for large and complex opportunities.
- Advise capture teams on solution strategy, teaming approaches, pricing posture, and win themes.
- Serve as a senior thought partner to the VP of Business Development and Director of Proposals on capture investments and strategic pursuits.
- Governance, Reviews & Decision Support
- Lead and participate in capture reviews, decision gates, and executive briefings.
- Assess capture health, risks, and readiness; provide clear recommendations on bid/no-bid, investment levels, and corrective actions.
- Ensure capture insights are effectively transitioned into proposal strategy and execution.
- Monitor portfolio-level capture performance and identify trends, gaps, and improvement opportunities.
- Team Development & Enablement
- Mentor and develop Senior Capture Managers and high-potential capture talent.
- Reinforce a culture of ownership, accountability, and continuous improvement within the capture organization.
- Partner with Executive Program Management, Business Development, Proposal, Technical, Contracts, and Finance leadership to strengthen cross-functional execution.
- US Citizenship.
- Bachelor's degree in Business, Engineering, or a related field (or equivalent experience).
- 15+ years of experience in federal capture management, business development, or proposal leadership.
- Experience overseeing capture portfolios exceeding $5B in annual pipeline pursuits.
- Demonstrated success leading and overseeing large, complex DoD and/or Intelligence Community pursuits.
- Proven experience shaping opportunities prior to solicitation release and influencing acquisition strategies.
- Strong understanding of federal acquisition regulations, contract vehicles, and competitive procurement environments.
- Experience leading, mentoring, and holding senior capture professionals accountable.
- Ability to engage effectively with government customers, executives, and internal senior leadership.
- Track record of improving capture discipline, win probability, and execution quality at scale.
- Exceptional communication, facilitation, and executive briefing skills.
- U.S. citizenship required; active security clearance preferred or ability to obtain and maintain one.
