Contracts Program Manager

OverviewGBSI is seeking an information technology professional for the role of Contracts Program Manager. The Contracts Program Manager will support product office leadership by leading program development and acquisition from initiation to execution. The role involves developing stakeholder integration relationships to ensure seamless functionality. The ideal candidate will codify technical objectives to develop an acquisition plan, schedule, and life‑cycle cost estimate.
Responsibilities- Establish IPTs and guide members who provide expertise in engineering, test, acquisition, logistics, and business functional areas toward mission objectives based on the integrated master schedule.
- Facilitate communication and coordination among internal stakeholders and external partners.
- Develop and present short‑ and long‑range program planning objectives.
- Assist with developing program management plans, program reviews, budgeting, and execution briefs.
- Support planning, programming, budgeting, and execution (PPB&E) efforts.
- Identify and mitigate cost, schedule, technical risk, and barriers.
- Assist in development of program management and milestone documentation.
- Assist with integrated master schedule development and maintenance.
- Assist in developing statements of work and other contract documentation to ensure timely contract award(s).
- Analyze contractor performance data and recommend solutions to performance, schedule, and cost issues.
- Ensure that program requirements are identified and executed in accordance with agency and DoD acquisition regulations and policies.
- Require high proficiency in MS Office, especially PowerPoint.
- Bachelor’s degree in business administration, accounting, or related field is required. Years of experience may be accepted in lieu of a degree.
- Fifteen (15) years of experience required with a bachelor’s degree; fourteen (14) years with a master’s degree; at least seventeen (17) years in lieu of a degree.
- Prior Contract Specialist or Contracting Officer experience is required.
- DoD‑issued Secret Security Clearance required at start, with the ability to obtain and maintain a TS/SCI clearance.
- Experience working with advanced Excel spreadsheets, accounting software, estimating software, and contract tracking databases is required.
- Familiarity with FAR, CFR, DFAR, HSAR, JTR, and FTR is required.
- Knowledge of contracting for a variety of products and services for major systems, research and development (R&D), and/or complex programs using a wide range of contracting methodologies is required.
- Demonstrated experience in writing and staffing pre‑award and post‑award related contract documentation is required.
- Knowledge of IDIQ, CPFF, and FFP type contracts is required.
- Ability to read and comprehend large government contracts, clauses, and manuals is required.
- Excellent computer and business solutions software skills (Excel, Word, Access, Outlook, PowerPoint) are required.
