Position Overview

We are seeking an experienced Management Analyst (Force Management) to serve as a principal contractor supporting the Policy and Resources Directorate of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C). This position is essential for Foreign Military Sales (FMS) manpower authorizations and requirements.

In this role, you will be responsible for planning, coordinating, analyzing and managing changes to all Army Foreign Military Sales Force Structure in support of the Army Security Assistance Enterprise. You will operate with a high degree of autonomy and authority to plan, schedule, and integrate manpower, budget and policy requirements to manage Foreign Military Sales requirements.

Core Duties and Responsibilities
  • Develop manpower requirements and authorizations, identifies Unit Identified Codes (UICs) and Commands regarding Foreign Military Sales (FMS) matters.
  • Develop, coordinate and integrate force structure decisions during the Security Assistance Program Budget Review (SAP ) regarding changes to FMS authorizations.
  • Analyze impacts of FMS manpower changes driven by FMS customer demands and requirements, develop alternatives for achieving changes, and recommend preferred courses of action for the Army SAE.
  • Conduct independent studies related to Force Management, and function as an analyst conducting in-depth reviews of budget, program, and workload requirements in the Total Army Analysis (TAA), SAP  process, with extensive knowledge of FMS processes and resource requirements advising key stakeholders on feasibility of changes.
  • Serve as DASA DE&C lead at executive meetings including the Program Evaluation Group (PEG) and Program Budget Committee (PBC) meetings, as well as various conferences with Department of the Army and MACOM representatives, and outside agencies such as the Office of the Secretary of Defense (OSD), Joint Chiefs of Staff (JCS), and Government Accountability Office (GAO) as it pertains to programmed Army SAE force structure matters.
  • Coordinate the force integration functional area (FIFA) activities of all documented and future documentation actions pertaining to Army SAE FMS positions with various staff offices throughout HQDA. Oversee and coordinate activities related to documentation and integration of FMS including producing change packages, TDA crosswalks, Manpower Travel Data Sheet reviews, documentation error corrections, CTYPE adjustments and synchronization of documentation with Command Plan and out-of-cycle schedules.
  • Resolve workload problems not covered by precedent or current policies and directives including adjusting budget requirements for authorizations, ensuring manpower information is managed by FMS case, and adjudicating position coding on TDAs by FIFA requirement.
  • Develop and implement a data management plan to manage organizational changes in the FMS force and establish an audit trail to ensure integrity, accountability and source of data; support rationale for related decisions. Ensure the audit trail is retrievable and identifies who, what, when and why (basis for decisions) organizational changes were made.
Required Experience Essential Requirements
  • Security Clearance:
    Must possess an active Secret security clearance.
  • Education:

    Bachelor's degree.
  • Experience:

    A minimum of 5 years of direct experience performing force management in the Department of War. Must be knowledgeable and have experience in analytical and evaluative methods plus a thorough understanding of how FMS Force principles and policies are administered.
  • Regulatory Knowledge:
