Position Summary
ANSER is seeking a Program Contracting Specialist (Subject Matter Expert) to support a dynamic space acquisition and research federal program. In this role you will provide comprehensive contract and subcontract management guidance and support across the full acquisition lifecycle.
Day To Day Responsibilities
- Provide comprehensive contract and subcontract management support across the full acquisition lifecycle.
- Assist with drafting and reviewing requests for proposals (RFPs), technical evaluations, contract negotiations, and execution activities.
- Support contract administration by ensuring compliance with applicable regulations, timelines, and deliverables.
- Offer guidance on acquisition strategy, risk mitigation, contractual rights and obligations, and problem resolution.
- Advise management and stakeholders on key contracting issues, including risk avoidance, policy interpretation, and strategic decision-making.
- Provide technical and operational insight to support program and business management teams in contract-related decisions.
- Support the management of existing Indefinite Delivery Indefinite Quantity (IDIQ) contracts and contribute to follow-on acquisition strategies.
- Assist with the planning and execution of source selections, including coordination of functional meetings and documentation development.
- Draft and review source selection materials such as acquisition strategies, source selection plans, evaluation criteria, and NDAs.
- Ensure all contracting support activities align with applicable laws, regulations (e.g., FAR), and internal acquisition policies.
Required Qualifications
- Active TS/SCI Clearance
- Master’s Degree in relevant field.
- 15 + years’ acquisition and contract experience supporting federal contracts and acquisition programs.
- Demonstrated expertise in Federal, DoD, Air Force, and Space System Command (SSC) contracting processes and procedures.
- Prior experience contract actions including but not limited to solicitations, change proposals, funding modifications, and award or incentive fee management.
Preferred Qualifications
- Prior PCO or Buyer experience.
- Understanding of CMMC Compliance, NIST SP 800-171
- NCMA Certification(s) – CFCM, CPCM
