- The Cost Estimator/Analyst will perform a wide variety of cost and economic analyses and assist the development and presentation of management‑level briefings as needed.
- Working as part of an integrated cost analyst team, the cost analyst will perform a wide variety of cost and economic analyses/estimating/engineering support directly interfacing with program offices and assist the development and presentation of management‑level briefings as needed.
- Work may include parametric cost estimating, life‑cycle cost analysis, cost estimating relationships and model development, cost risk analysis, performance measurement (earned value), project forecasting and risk assessment, cost‑benefit analysis, and software cost estimating.
- Additional support includes, but is not limited to, strategy development, scheduling, market research, evaluation criteria development, pre‑solicitation documentation review, RFP documentation, Independent Program Review documentation, cost estimates and key decision point’s preparation, and trade studies.
- Experience preparing cost estimates and budgets for major Department of Defense (DoD) programs and commercial off‑the‑shelf programs is highly desirable.
- The position requires a minimum of five years of experience with cost estimating such as learning curves, inflation, regression, Operations & Support estimating, statistics, cost estimating principles/DoD acquisition policies and a working knowledge of the DoD acquisition and project management process.
- Must have the ability to gather and analyze technical, programmatic, schedule, labor and cost data to support the development of various types of cost estimates.
- Must have the ability to perform detailed and complex calculations, formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision‑making, policy formulation and other managerial functions.
- Must be able to identify and quantify cost factors, such as production time, materials and labor expenses.
- Ability to use computer software to calculate estimates and develop IGCEs and other cost‑related data reports.
- Excellent verbal communication, written, and quantitative analytical skills are required.
- Proficient in the use of Microsoft Office applications, i.e., Word, PowerPoint, and Excel.
- Must be able to work independently and in a team environment.
Bachelor’s degree required, preferably in math, engineering, business, or the sciences.
