RTCS, LLC is seeking a Microelectronics Project Lead to support the Department of Defense’s Innovation Capability and Modernization (ICAM) and Industrial Base Analysis and Sustainment (IBAS) initiatives. These efforts strengthen the U.S. defense industrial base by advancing critical technologies, building resilient domestic supply chains, and reducing reliance on global sources that present security risks.
As Project Lead, you will drive the programmatic and technical oversight of advanced technology initiatives—guiding projects through planning, tracking, analysis, and reporting across multiple contract types and levels of complexity. You will work closely with science and technology leaders, engineering teams, and program managers to transition cutting-edge microelectronics into operational defense systems.
Key Responsibilities- Lead programmatic and technical management of ICAM/IBAS investments in microelectronics, energy storage, and batteries
. - Oversee the full project lifecycle
, from concept and design through prototyping, testing, and production. - Conduct independent assessments of advanced technologies and evaluate potential for transition to operational use.
- Monitor project performance to ensure cost, schedule, and technical milestones are achieved.
- Identify risks, assess contractor mitigation plans, and elevate issues when necessary.
- Coordinate with cross‑functional teams across engineering, manufacturing, supply chain, quality, and other stakeholders.
- Ensure adherence to industry standards, customer requirements, and regulatory compliance (e.g., ISO, MIL‑STD).
- Support proposal development, documentation, and technical presentations to internal and external stakeholders.
- Provide recommendations on program growth, tradeoffs, modifications, and cost‑reduction initiatives.
- Bachelor’s or Master’s degree in Electrical Engineering, Microelectronics, Physics, or a related field.
- Back‑End‑Of‑Line (BEOL) Microelectronics manufacturing experience.
- 5+ years of experience in project or program management within the microelectronics or semiconductor industry.
- Familiarity with integrated circuits (ICs), ASICs, FPGAs, RF components, MEMS, sensors, or similar technologies.
- Proficiency in MS Office Suite and project management tools.
- Ability to obtain and maintain a Secret Security Clearance
. - Willingness to travel up to 25% to support customer objectives.
- Advanced degree in a relevant technical field.
- 10+ years of program management experience in DoD or aerospace microelectronics projects (e.g., rad‑hard electronics, secure IC design, EMI, extreme environments).
- Experience managing engineering teams from design through prototyping and production.
- Knowledge of ISO 9001, MIL‑STD, and other quality/standards programs
