The Celestar Corporation is seeking Technology Protection Engineers - Level III to support the U.S. Army Intelligence and Security Command (INSCOM) and the Army Research and Technology Protection Center (ARTPC) in Huntsville, AL. The role involves developing security-related documentation such as Science & Technology Protection Plans (S&T PP) and Program Protection Plans (PPPs), conducting critical technology reviews, and developing threat and mitigation plans to protect Army personnel, facilities, infrastructure, networks, and national security information.

• Provide RTP training to all new ARTPC employees.
• Perform RTP engineering analysis, including Controlled Technical Information (CTI) identification, Critical Program Information (CPI) assessments, Critical Function (CF) analysis, supply‑chain analysis, vulnerability analysis, and risk evaluation.
• Provide input to threat identification, security-related protection measure development, and countermeasure recommendations based on engineering analysis results.
• Document results of support and related meetings in ARTPC assessment/survey memorandum, AAR/Executive Summary (EXSUM), the customer tracking database, and the monthly status report (MSR).
• Collaborate with government and contractor security specialists to develop effective Interim/S&T Protection Plans and/or Program Protection Plans, ensuring implementation where CTI and/or CPI reside.
• Conduct CPI surveys and assessments, Army Critical Technology – Identification (ACT‑) methodology reviews, and Cooperative Research and Development Agreement (CRADA) reviews as required.
• Develop, test, maintain, and operate a database/spreadsheet to support Cyber Incident Damage Assessment (CIDA) case management, metrics, and reporting, and provide a matrix on the CIDA workload.

• Bachelor's degree in Engineering (e.g., mechanical, electrical, civil, chemical, aerospace, materials).
• Eight (8) years of engineering experience.
• Experience briefing and interacting with senior officials (SES/General Officer levels) preferred.
• Exceptional oral and written communication skills to interface with senior military officials, managers, and subordinates.
• Valid U.S. passport.
