OverviewThe Senior Contract Support (SCS) must possess the demonstrated experience and knowledge requirements outlined for the role, with experience supporting all federal acquisitions regardless of acquisition type or dollar value. All minimum qualifications must be met as verified by a signed and dated resume by the individual and a corporate executive. The resume must reflect abilities to support all aspects of acquisition, including contracts greater than the SAT.
Responsibilitiesand Requirements
- Experience:
A minimum of five (5) recent years within the last seven (7) years in conducting comprehensive and complex acquisition support services with extensive knowledge of the FAR, VAAR, and all other applicable regulations and policies. Resume must reflect experience in pre- and post-award acquisition processes and related training and certifications. - Construction/Architect-Engineering (AE) Specialized
Experience:
Apply knowledge of laws, regulations, and procedures to issuing and administering construction contracts under Federal acquisition laws and best practices. Develop construction/AE solicitation packages in accordance with FAR, VAAR, and agency policies. Familiar with FAR Parts 14, 15, 36, and 43; if specializing in construction/AE, 3 years of AE solicitations and contract/modifications experience, and 3 years in construction solicitations and modifications within the guidelines described. - Complex Service Contracts:
In-depth knowledge of FAR 13/15. For specialization in complex service contracts, 5 years of developing complex service solicitations and administering such contracts and modifications within the stated guidelines. - Leasing and Specialized
Experience:
Familiar with Real Property Leasing, utilities contracts, interagency agreements, and related non-medical agreements. If specializing in Leasing, 2 years of experience developing real property/lease solicitations, contracts, and modifications within the described guidelines. - Education:
Bachelor’s degree with a major in any field, or at least 24 semester hours in fields such as accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Federal Acquisition Certification in Contracting (FAC-C Level I/II/III) or DAWIA Level III, or equivalent certification/coursework. - Additional Knowledge and
Skills:
Ability to provide clear leadership and direction to acquisition personnel; strong time management and writing skills; ability to collaborate with customers and stakeholders across multiple sites to standardize requirements; ability to refine source selection criteria; ability to analyze contracting issues and propose alternative solutions; ability to perform gap analyses and understand cost components of healthcare resources; ability to prepare procurement packages in compliance with VA policy and procedures, and applicable federal/state laws.
