Overview
The Clinical Assistant Nurse Manager supervises nursing services at ICE facilities, ensuring compliance with laws, policies, and standards. Responsibilities include staff supervision, quality assurance, and patient care. Requires RN licensure and 5+ years of clinical experience. Reports to the Nurse Manager (NM) and Regional NM, serving as acting NM as needed. This position is open to USPHS officers only.
Responsibilities- Supervise nursing services and ensure nursing practice, principles, and procedures are implemented in accordance with national, state, and local nursing laws and regulations.
- Supervise and serve as rating official for federal nursing staff; work with the facility nurse manager and regional leadership.
- Serve as nursing advisor to the facility administrator in the absence of the Chief, Complex Nursing Unit.
- Collaborate with physicians and other healthcare professionals to develop and adjust the nursing-care patient plan.
- Evaluate the execution of nursing-care plans and recommend changes to improve patient health outcomes.
- Provide clinical advisory tasks related to health outcomes, quality measures, and regulatory compliance; develop policy guidance for nursing care reviews.
- Apply standard procedures for a specialized healthcare field and practical nursing knowledge.
- Understand and apply predetermined procedures, methods, and standards in nursing practice and related technical work.
- Collect, observe, test, and record data to monitor patient care; anticipate effects of procedural changes and stay current with practice methods.

- Background investigation and drug screening are required.
- Male applicants born after 12/31/1959 must certify Selective Service registration.
- You must meet all requirements by the closing date unless otherwise noted.
- Service Remaining Requirement Agreement: 18 to 24 months of service to IHSC upon appointment.
- Assignment Pay Agreement: current agreement must be fulfilled within 90 days if applicable.
- You must be a current USPHS Commissioned Corps Officer; CAD candidates are not eligible; civilians are not eligible.
- IHSC TDY On-Call Schedule (ITOS) participation may be required.
- Professional clinical nursing experience: 5 years; experience in correctional health care preferred; 2 years direct clinical patient care preferred.
- Administrative supervisory experience; CPR/BLS certification; obtain CCHP-RN within 2 years; complete ICE Supervisory Leadership Training within 1 year and consider advanced training within 2 years.
- Baccalaureate in Nursing;
Master’s in Nursing or related field preferred. - Nursing License: current RN licensure; maintain currency and fulfill licensure requirements; knowledge of Nurse Practice Act and correctional nursing concepts.
- Demonstrated leadership, team-building, staff development, and ability to adapt to schedule changes.
- May require travel.
- Position is hazardous duty in a detention setting; may require lifting >30 pounds.
- Ability to assist detainees or staff in emergencies; may involve running, prolonged standing, and working in austere environments; CPR/emergency care required.
- 5 years of professional clinical nursing experience; correctional health care experience preferred.
- CPR/BLS certification; obtain CCHP-RN; ICE Supervisory Leadership Training; cultural competency training.
- RN licensure with ongoing licensure maintenance; knowledge of nursing practice acts; expertise in a wide range of nursing concepts (medical/surgical, mental health, emergency care).
- Strong nursing management, leadership, and team-building skills; ability to supervise and develop staff; some travel may be required.
IHSC provides direct daily care to detainees across facilities and oversees medical case management and off-site emergency care. The ICE detainee population is large, with ongoing operations across enforcement duties.
