Basic Function

Manages the integrated planning and implementation of the annual service plan and ensures proper coordination throughout METRO. Provides guidance for all other short and long-range service plan updates. Ensures that scheduling of bus and rail service is responsive to the public and cost-effective for METRO. Responsible for developing innovative approaches to delivering public transportation services and increasing ridership. Manages the ongoing evaluation of service performance and the implementation of service improvement measures.

Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and

Specific Duties
  • Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g., training, supervising, work assignments, timesheets, performance evaluations, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff, and ensuring necessary department outcomes are achieved.
  • Directs activities and ensures integration of planning and programming for the overall transit system.
  • Directs coordination with the Operations Department to ensure collaboration on planning, programming, and scheduling of service.
  • Identifies opportunities to improve productivity and/or function of current services and increase ridership through improved scheduling, expanded routing and service restructuring.
  • Develops and internally coordinates implementation of service delivery plans and strategies to increase ridership.
  • Identifies opportunities to meet demands of new markets, particularly suburb-to-suburb and commuter services to activity centers outside of downtown.
  • Directs and supervises staff with special emphasis on staff development and cross‑training to achieve integration of functions.
  • Directs the divisional activities of Scheduling. Identifies data collection needs and directs schedule preparation/dissemination.
  • Co‑ordinates and streamlines service implementation processes.
  • Develops and monitors annual budget for Division.
  • Provides excellent customer service to METRO internal and external customers.
  • Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job‑related duties as assigned.
    Pay Range: $125,600 - $171,400
Education Requirement

Bachelor's degree in Transportation Planning, Statistics or related field is required. Master's degree is preferred.

Years & Experience Required

A minimum of twelve (12) years’ experience in a responsible transportation planning, evaluation, or scheduling position including three (3) years of which are supervisory/management. Ability to effectively communicate with the general public and motivate a diverse workforce. Some marketing experience is preferred.

Knowledge & Skills Required

Up-to-date professional knowledge and experience with the latest service design strategies. Strong analytical, organizational, technical and communication skills. Strong personal computer skills, including knowledge of Trapeze or comparable scheduling software and Microsoft Office.
