Position: Data Management Office Manager (972)

Position Overview

The Data Management Office Manager is a highly resourceful and effective team builder and communicator. The Data Management Office (DMO) Manager has expertise in using Management Information Systems for outreach and recruitment activities by identifying, analyzing, and interpreting trends or patterns in complex data. This person maintains appropriate databases and acquires data from primary and secondary data sources, and works closely with all career offices to prioritize informational needs and continuously monitors performance.

The DMO Manager works as a partner with his/her manager to oversee operations and to make sure that the office's activities align with program, department, or agency mission and core values. The DMO Manager leads, coaches, mentors, and monitors staff to ensure they are properly trained in program, department, and agency policies and procedures and carry out assigned work. Success measures include positive leadership practices that create an environment in which staff deliver quality and performance objectives.

  • WFI:
    Understands the Management Information Systems (MIS) and monitoring of tracking and open services in systems including:
    Financial Aid Management System (FAMS), Financial Aid Communication System (FACS), Child Care Management System (CCMS), Document Management System (DMS), Docuware.
  • Team Performance and Productivity: setting clear objectives, managing workflows, and ensuring that the team meets its targets and deadlines effectively.
  • Development and Training: identifying training needs, providing mentorship, and helping team members grow their skills and career paths.
  • Quality of Work: ensuring adherence to industry standards, company policies, and client expectations.
Essential Functions
  • Understand, direct, train, and monitor appropriate and timely verification of eligibility of customers served.
  • Develop and implement an improved communication process for a designated program, team, or division.
  • Develop and provide supervision and training of all programs tracking staff.
  • Determine when and how improvements should be made to determine efficiency.
  • Identify and document process improvement opportunities. Produce customer service and other performance reports.
  • Prepare accurate and timely (monthly, quarterly, and annual) financial reports for the agency, program, and/or external reporting, including financial billing, funds management reports, and reconciliation of expenditures to draw requests by fund using various financial databases and systems.
  • Ensure that unit staff understands and adheres to policies and procedures as well as contractual obligations including allowable use of each funding source.
Additional Responsibilities
  • Oversee verification of continuing eligibility and employment for customers receiving applicable services in MIS systems.
  • Develop and implement an improved communication process for the Tracking Unit and Career Offices.
  • Professionally represent the Agency to career office operators, the Gulf Coast Workforce Board, and Houston-Galveston Advisory Council H-GAC staff.
  • Monitor financial aid expenditures, obligations, and commitments of each office and identify trends in spending that may assist the Workforce Solutions system in effectively authorizing financial aid.
  • Prepare accurate and timely (monthly, quarterly, and annual) financial reports for the agency, career offices, and the Gulf Coast Workforce Board staff, including financial billing, funds management reports, and reconciliation of expenditures to draw requests by fund using various financial databases and systems.

Qualifications
  • Education:

    Bachelor's degree.
  • Experience:

    4-6 years of related experience.
