The Harris Center for Mental Health and IDD (“The HARRIS CENTER”) is seeking a visionary and dynamic Senior Director, of Adult Forensics Services to serve in our Forensic Administration department. The Sr. Director of Adult Forensic Services provides quality, administrative, budgetary/fiscal oversight and clinical programming of supervised programs/units. Provides supervision to the program managers/directors responsible for the specialized social and/or clinical functions of each program.
Works collaboratively with Harris County and State Partners, along with the Harris Center programs/units. Adult Programs include the following:
- HCSO Clinical Services
- Treatment Planning and Discharge Services
- Jail Based Competency Restoration Services
- Forensic Court Clinical Interview (Art 16.22) Services
- Peer Re-Entry Services
- Competency and Sanity
- Community Assistance and Referral Program
- Forensic Single Portal
This position serves as a backup to the Vice President for Forensic Mental Health Services in both an administrative and fiscal/ budgetary oversight for all programs under the division. This position has the authority to implement decisions and recommendations to enhance the services or programs. Responsible for program planning and implementation inclusive of Utilization management oversight. This position requires travel, flexible work hours and on-call status.
Responsibilities- Provides leadership through coaching and mentoring supervised staff toward achievement of desired division/agency goals and objectives.
- In conjunction with the Divisional Practice Managers, Program Managers and Directors develop, prioritize, and implement relevant goals, objectives and processes to meet agency mission and strategic plans, contract performance targets/requirements, divisional productivity targets, Medicaid and other regulatory requirements related to the delivery of clinical care.
- Reviews all data available to ensure compliance with contract performance targets, quality management audits and other regulatory requirements and assures processes are instituted for correction of non-compliant areas.
- Projects programmatic budgetary needs according to operational priorities and available divisional financial resources.
- Monitors achievement of budgetary targets (expenses and revenue) for programs supervised and assures correction for unacceptable variances.
- Effectively utilizes Agency resources to meet changing operational needs of supervised programs.
- Supervises and evaluates the work performance of the Division Practice Managers to facilitate optimal performance.
- Responsible for assuring that practice managers maintain established productivity standards for staff in supervised programs.
- Works collaboratively with community and state agencies in program planning and implementation.
- Demonstrates an understanding of and ensures compliance with Correctional Health Care Standards, evidence-based practices and best practices.
- Monitors the delivery of appropriate services. Reviews Utilization Review and Quality Assurance reports.
- Creates/implements monitors corrective action plans based upon report results.
- Serves as a liaison in communicating relevant information between administration and program/unit staff via verbal and/or written communication, as well as external agencies/facilities specific to the operating unit.
- Works collaboratively with the Vice President to communicate relevant ongoing and timely information affecting the delivery of mental health services to staff and consumers in an emergency and disaster event.
- Submits periodic reports/action plans as requested detailing critical issues and/or accomplishments of units, programs, or departments.
- Ensures institution of procedures/actions to follow-up on incidents/safety issues that pose a liability risk for the agency and/or have a significant impact on the quality of consumer care.
