The Houston Information Technology Services (HITS) Network & Data Services team supports an infrastructure that consists of more than 350 sites across the City of Houston (COH). This includes thousands of network devices and multiple data centers that collectively support the needs of over 20,000 city employees and 23 city departments, including mission‑critical public safety services. The IT Manager – Infrastructure position is crucial to helping the City of Houston develop and maintain a robust, resilient, and secure network infrastructure.
Key responsibilities include:
- Oversee the telecommunications group within the Enterprise Infrastructure Division.
- Manage all voice communications, wireless mobility services, and wireline connectivity solutions for the COH.
- Lead the Enterprise VoIP infrastructure supporting 13,000 devices and a contact center environment with 36 call centers that process almost 6,000,000 calls per year.
- Support analog services including fax, POTS lines, and paging systems.
- Develop sound telecommunications expense controls and provide guidance to junior team members.
- Maintain professional communication with business stakeholders and customers.
- Supervise several full-time employees and take ownership of managed services under the telecom umbrella.
- Participate in the preparation, analysis, and execution of Requests for Proposals (RFPs) and ensure selection of qualified vendors.
Key technical requirements and preferences:
- Cisco Contact Center and Cisco Unified Communications expertise.
- Extensive experience managing multi‑million‑dollar telecommunications vendor contracts.
- Experience with TEM (Telecom Expense Management) solutions and E911 requirements.
- Knowledge of network security best practices and adherence to Cybersecurity Policies and Procedures.
- Preferred:
Prior experience with FBI CJIS requirements and familiarity with FIPS 140‑2.
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.
Minimum Requirements- Education:
Bachelor’s degree in Computer Science, Management, Information Systems (MIS), or closely related field. - Experience:
At least eight (8) years of technology experience supporting IT infrastructure of a department or enterprise environment, including at least two (2) years supervising a technology team. - License Requirements:
None.
- Priority for eligible veteran applicants who possess the qualifications necessary for competent discharge of the duties involved in the position, in accordance with Executive Order 1‑6.
- Preference for applicants with experience as a telecom manager in an enterprise environment with more than 50 sites.
- Preference for extensive knowledge of VoIP and Contact Center services.
- Preference for experience managing public sector telecommunications and voice service contracts.

Department may administer a skills assessment test.
