The Enterprise Applications Specialist serves as Houston County’s internal subject-matter expert for core enterprise and business application systems. This position provides advanced functional and system-level support for vendor-hosted and cloud-based platforms that support financial operations, utility billing, human resources, courts, public safety, and other mission-critical County functions.
This role acts as the primary internal escalation point for application-related issues and serves as the bridge between County departments, MIS, and software vendors. The position ensures systems are configured appropriately, business processes are aligned with system capabilities, and users are trained to maximize operational effectiveness.
Essential Duties and Responsibilities Enterprise Application Ownership- Serve as the primary internal functional administrator for assigned enterprise systems.
- Support Tyler Technologies ERP modules (Finance, Accounting, Utilities) including configuration, security roles, workflows, and system settings.
- Provide application support for court management systems (Catalist Case Management), HR systems (People
GURU / Unicorn HRO), Employee Self Service platforms, and other designated enterprise applications. - Ensure proper system configuration aligns with County policies and operational requirements.
- Collaborate with taff to support data integrations and reporting tools (e.g., SQL queries, Power BI, or other approved reporting platforms).
- Provide Tier III application-level support beyond standard end-user troubleshooting.
- Diagnose functional issues, data discrepancies, and workflow errors.
- Research system capabilities to resolve complex business process challenges.
- Develop and implement system-based solutions to improve efficiency and compliance.
- Act as the County liaison to software vendors.
- Open, manage, and track support cases through resolution.
- Coordinate system upgrades, patches, testing cycles, and implementation projects.
- Participate in user acceptance testing (UAT) and post-go-live stabilization.
- Analyze department workflows and identify opportunities to better leverage system capabilities.
- Recommend configuration changes or enhancements to improve efficiency and reporting.
- Assist in the development of system controls that support audit readiness and regulatory compliance.
- Configure and maintain user access, roles, and permissions.
- Ensure appropriate segregation of duties within supported systems.
- Assist in internal audits related to system access and controls.
- Develop and maintain system documentation and procedural guides.
- Provide user training, onboarding support, and refresher sessions.
- Create standardized process documentation for recurring transactions.
- Assist the Director of MIS with ERP roadmap planning.
- Support data integrity initiatives and reporting improvements.
- Collaborate on future system integrations and modernization efforts.
This position primarily supports the County’s enterprise application environment, including but not limited to:
- Tyler Technologies ERP modules (Financials, Accounting, Utilities)
- Court Management Systems
- HR / Payroll platforms (People
GURU / Unicorn HRO) - Employee Self Service systems
- Other County-approved enterprise applications
- Strong understanding of ERP and enterprise application architecture.
- Ability to translate operational workflows into system configuration.
- Working knowledge of internal controls and audit-sensitive environments.
- Ability to balance multiple departmental priorities.
- High level of discretion when working with financial, personnel, and public safety data.
- Working knowledge of relational database concepts.
- Ability to write or modify basic SQL queries for reporting and data validation.
- Associate’s degree in Information Systems, Business Administration, Accounting, or related field; or equivalent combination of education and experience.
- 3–5 years of experience providing functional support for enterprise or ERP systems.
- Experience coordinating directly with software vendors.
- Experience supporting Tyler Technologies ERP in a local government environment.
- Familiarity with public sector accounting and utility billing processes.
- Bachelor’s degree in a related field.
