Under the direction of the Communicable Disease Manager, the HIV/STD Program Manager directs and oversees the regional HIV/STD Program and is responsible for the overall management of daily program operations. This position provides direct supervision to the Public Health Follow Up team, Surveillance team, clinical staff, and additional support personnel to provide primary prevention, public and professional education, and follow-up services.
The Program Manager promotes the department’s standards of diagnosis, treatment and epidemiological intervention; reviews and consults with local health department directors and their staff and oversees collection/analysis of STD and HIV data. Responsibilities involve assisting in the establishment of program goals, objectives, and guidelines; ensuring that procedures, policies, rules and regulations are met; assisting in the development of schedules, priorities and standards, and budget requests to achieve program goals;
evaluating program activities; and coordinating program activities with Texas Department of State Health Services (DSHS) service contractors, local health departments, private physicians and others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
MANAGEMENT/SUPERVISION (40%) – Supervises, prioritizes, and coordinates the activities of HIV/STD Program personnel. Develops job descriptions and performs interviewing and hiring selection processes. Ensure staff is trained to meet performance expectations. Evaluates employee performance. Creates professional development improvement plans for employees as needed. Works with employees to develop additional performance standards as needed. With staff input, develop and implement plans to address identified issues and ensure successful execution.
Regularly update senior regional leadership of significant program challenges, success, and responds to requests for comment. Participates on regional committees and teams and models teamwork practices within the program, including the use of Quality Improvement principles and techniques.
DISEASE SURVEILLANCE/REPORTING AND PROGRAM OVERSIGHT (30%) – Interacts with state, local and regional governmental and non-governmental entities and health care providers using tact and diplomacy to ensure the goals of the HIV/STD Program are met. Analyzes disease data, reports on trends, identifies problems, and formulates plans to utilize local, state, and federal resources to control outbreaks and reduce disease incidence. Prepares and submits semi-annual technical reports and narratives including charts and graphs reflecting disease trends.
Utilizes data management systems to monitor program objectives. Ensures program and staff meet or exceed DSHS performance standards. Participates as member of the Region 6/5 South Communicable Disease Team and supports other communicable disease programs in regional disease prevention initiatives as directed.
PLANNING, COMMUNITY DEVELOPMENT AND TECHNICAL ASSISTANCE (20%) – Assists in regional development and planning for HIV/STD prevention and services. Directs the HIV/STD Regional Program in promoting the mission of DSHS and in following directives and policy changes as they are mandated. Promotes HIV and STD Prevention efforts in region 6/5S through collaborations with local/county health departments, hospitals, health care providers, community-based organizations, and other stakeholders.
Represents the HIV/STD Program in Region 6/5 South and acts as a liaison at meetings with regional stakeholders and DSHS HIV/STD Central Office. Provides regional input to HIV/STD Central Office on proposals and policies impacting the region.
