Role Summary

The LTCR Inspector conducts on-site inspections and investigations including those involving abuse, neglect, and exploitation of adults and children with mental illness or Intellectual, Developmental, and Physical Disabilities in various Texas Long-Term Care facilities. The Inspector will testify at hearings or in court proceedings to provide information regarding policy/procedures, history, findings, or activities.

Essentially, the position requires writing reports detailing deficiencies/violations, remedies, and narratives to support regulatory determinations. The role may require outside traditional hours as needed for case-related functions, on-call duties, and/or as required by management.

This position offers a competitive starting salary, state benefits, and travel across the region and state. It involves writing reports and conducting regulatory assessments to determine compliance.

Essential Job Functions (EJFs)
  • Attends work on a regular and predictable schedule and performs other duties as assigned.
  • Conducts on-site licensure inspections, complaint and incident investigations, and annual comprehensive surveys at Long-Term Care providers to determine compliance with federal and state health and safety regulations.
  • Completes written reports for each inspection or survey detailing deficiencies and narratives to support regulatory findings.
  • Investigates abuses, neglect, or exploitation and determines findings; may make referrals to HHSC’s Employee Misconduct Registry when applicable.
  • Establishes priorities in gathering evidence and analyzes evidence to determine regulatory compliance; ensures chain of custody and proper handling of information.
  • Reviews and approves corrective action plans; informs providers of immediate remedial actions and may recommend enforcement actions and penalties.
  • Participates in meetings, testifies at hearings or court proceedings, and may train new hires through on-the-job training.
  • Performs other duties as assigned and may be on-call for emergencies or high-priority situations.

  • Knowledge of local, state, and federal laws and regulations relevant to the program area.
  • Knowledge of acceptable professional standards of care.
  • Skills in conducting inspections and investigations and determining proper courses of action.
  • Strong verbal and written communication skills and ability to work independently.
  • Ability to prepare reports, interpret laws and regulations, analyze data, and make sound regulatory decisions.
