Brief Job Description
RCCL Prog Spec IV reports to Regional Director. The district of responsibility includes HHSC Child Care Regulation (CCR) Regions 4, 5 and 6. This position develops and implements techniques for the review and evaluation of CCR staff regulatory actions according to department policies and procedures, to recommend priority and case handling; and to ensure consistent and appropriate application of policy and procedure.
Provides input into the development of CCR monitoring policy and procedure, program planning and implementation. Conducts and coordinates reviews involving specific CCR staff to determine compliance with appropriate laws, minimum standards, policies and procedures. Completes or oversees the completion of written and verbal reports to CCR administrative staff regarding reviews, including case information and recommended actions, and monitors to ensure appropriate compliance with recommendations.
Provides consultation and technical assistance to CCR regional and state office staff on appropriate actions, including corrective or adverse actions involving individual licensed operations or CCR staff, according to policies and procedures and possible findings and case follow-up. Works with and speaks to agency, community and professional groups to provide policy information to CCR staff, child care providers, the public as well as other information and referral services.
Promotes, monitors and ensures that respect is demonstrated for cultural diversity. Attends work regularly in accordance with agency leave policy and performs other duties as assigned.
- Assesses plans, develops and delivers training to improve the effectiveness of CCR staff to monitor operations and provide technical assistance.
- Collaborates with the provider community and licensing staff to plan improvements or develop programs to meet common training needs and promote consistency.
- Institutes projects and initiatives to evaluate the effectiveness of the licensing program, identifies changes to improve the program and develops action plans to implement changes.
- Promotes and demonstrates appropriate respect for cultural diversity among coworkers and all work-related contacts.
