Senior Accounting Manager OverviewThe senior accounting manager leads accounting personnel in daily tasks, reviewing financial data, budgeting, financial reporting and making forecasting decisions and communicating with program directors about financial strategies as well as performing internal audits and participating in audits of the department by federal and state sources of grant funds. The senior accounting manager is responsible for performing complex accounting needs of HCD programs in the financial operations of the department as well as working with accounting for the sub-recipient use of grant funds and monitoring its financial compliance to the grant contract to ensure adherence to laws, policies, procedures, and professional standards.
This position analyzes the financial transactions in compliance with the contract and is able to provide financial guidance to programs managers and monitors to ensure compliance with grant restrictions and guidelines. The position requires the performance of a wide variety of daily accounting duties and analyses associated with subrecipient contracts/agreements. This is done through supervision of staff accountants assigned to various programs, grant funds and grant sub-recipients.
The senior accounting manager monitors, checks the work of, assigns tasks to staff, and generates accounting staffing plans and organizes time and resources efficiently.
Under the direction of the Director of Financial Services, develops and implements priorities of accounting staff; maintains calendar of financial reporting, budget development and grant cycle deadlines; providing backup supervision to Director(s) of Financial Services in their absence.
Works closely with Program divisions heads and staff in providing complex financial accounting report of grant acquisition, grant award and grant subrecipient monitoring; regularly works with the Directors of various HCD programs in collecting and providing financial information regarding grants and unit operations.
Duties & Responsibilities- Oversee the financial aspects of grant management, ensuring compliance with federal, state, and local funding requirements and organizational policies.
- Collaborate with program managers and grant monitors to develop accurate and realistic budgets for grant contract;
Work closely with program managers to provide financial insights and support decision-making related to grant spending; conduct regular internal audits to ensure compliance with grant terms and conditions. - Monitor grant and operations budgets throughout the project life cycle, identifying and addressing any variances or discrepancies.
- Conduct financial analysis related to grants, providing insights to senior management and contributing to strategic financial planning.
- Prepares and recommends accounting transactions and performs a variety of accounting, reporting, project and compliance monitoring activities;
- Reviews and approves the work of staff accountants as well as assist in their evaluations; provides leadership input in managers meetings
- Establishes and maintains various in-house spreadsheet and logs supplemental to the department’s accounting systems.
- Participates in departmental special projects.

Education- Bachelor's Degree in Accounting or a closely related field such as Finance or Business Administration.
- At least five (5) years of professional accounting experience
- At least two (2) years of Supervisory experience in managing accounting or related staff
- At least two (2) years experience in full cycle financial reporting and reconciliation
- Valid Driver's License (Texas upon hire)
- Supervision skills with ability to provide guidance and professional support to staff, offer regular feedback, hold staff accountable, and serve as a mentor.
