Position: DIRECTOR OF FINANCE

The Director of Finance is responsible for the oversight of financial planning, accounting, and procurement operations within the Precinct. The role will also be responsible for advising senior leadership, building a highly motivated team, and coordinating across the precinct to achieve goals set by leadership and maximize resources. The Director of Finance reports to the Chief Financial and Operating Officer (CFOO) and manages a team of 10-12 employees.

The duties listed below are intended only as illustrations of the various types of work that may be performed.

  • Plan, direct, and coordinate all financial operations.
  • Serve as the primary point of contact to the Office of the Purchasing Agent, Office of Management and Budget, County Treasurer, County Auditor, and other agencies on inter-agency and Countywide fiscal matters.
  • Prepare or direct preparation of financial statements, activity reports, financial position forecasts, annual budgets, statistical reports, and other documents and reports required by laws, regulations, or senior leadership.
  • Consult with senior precinct leaders on budget development, executing budgets within authorized amounts, position management, procurement, accounts payable, and fleet management.
  • Oversee the development and implementation of short-term and long-term financial objectives.
  • Identify opportunities to improve operational efficiency, cost effectiveness, and financial innovation.
  • Develop operating strategies, plans, internal controls, guidelines, and procedures for activities.
  • Lead the development process for the annual operating and capital budgets.
  • Assist managers and senior leaders with the development, negotiation, execution, and management of contracts.
  • Examine documents for completeness, accuracy, and conformance with procedures and regulations.
  • Oversees the maintenance and communication of records required by law or local governing bodies or other departments in the organization.
  • Improve the finance department’s overall procedure manual and associated job aides.
  • Approve expenditures.
  • Recommend organizational process or policy changes.
  • Coordinate and liaise with external auditors.
  • Implement a response to any audit findings and implement changes and internal controls to update and improve processes.
  • Lead the annual closeout process.
  • Evaluate and improve internal control systems.
  • Develop and monitor performance metrics in conjunction with the CFOO.
  • Other duties as assigned.
Supervisory Responsibilities
  • Responsible for the overall direction, coordination, and evaluation of all department employees.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding, and disciplining employees, and addressing complaints and resolving problems

Education
  • Bachelor's degree (B.A.) in business, finance, economics, accounting, mathematics, or related field.
Experience
  • At least five (5) years related experience in finance, budget/financial planning, accounting, economic development, quantitative financial analysis, or audit.
  • At least two (2) years of management experience.
Knowledge, Skills, and Abilities
  • Knowledge and understanding of the principles and techniques of public financial management.
  • Prior experience in developing, implementing, and/or managing municipal budgets.
  • Ability to communicate effectively, orally and in writing.
  • Highly attentive to detail.
  • Excellent time management skills with the ability to manage multiple tasks/assignments simultaneously.
