Position Description
The Utilities Inspector inspects and monitors utility-related aspects of Plan, Specifications, and Estimates (PS&E) and construction projects under the guidance of the Utilities Supervisor. This role conducts field inspections and audits to ensure compliance with design specifications, regulatory requirements, and industry standards. They assist in managing utility contracts and agreements, as well as coordinating utility service requests with county vendors, and support efforts to establish, replace, or cancel utility services system-wide.
The inspector also supports roadway construction inspections by addressing potential or identified utility conflicts.
- Conduct regular site/field inspections and audits weekly to identify and address utility-related issues, ensuring compliance with design specifications, regulatory requirements, and industry standards. Identify and address utility-related challenges during project execution with the Utilities Supervisor, Consultant, and Utility Stakeholder. Assist with roadway construction inspections as needed, including but not limited to Mechanically Stabilized Earth (MSE) walls, approach slabs, sound walls, bridge decks, columns, footing, drill shaft, storm drains, gantries, tolling structure, sign structures, high mast, Computerized Transportation Management Systems (CTMS), and various utilities.
- Collaborate with the Utilities Supervisor, CenterPoint Energy, consultants, county vendors, and various field crews to ensure utility-related tasks and projects are completed on schedule. Serve as liaison between utility stakeholders, consultants, and project teams to resolve utility issues efficiently.
- Maintain accurate and up-to-date records of project activities, contracts, permits, and utility-related documentation.
- Inspect and audit utility-related aspects of PS&E and construction projects to ensure adherence to project timelines and standards. Monitor utility installation and contraction activities to confirm compliance with project plans and milestones.
- Provide status updates to the Utilities Supervisor and Program/Project Manager regarding project milestones, deliverables, and progress.

RequirementsEducation and Experience
- High school diploma or equivalent
- Three (3) years of experience in roadway/bridge construction and roadway maintenance related to utilities.
- Valid Texas driver's license
- Knowledge of decision‑making principles.
- Ability to apply creative problem‑solving techniques, resolve issues in the absence of technical guidelines, and evaluate alternative courses of action.
- Ability to understand and follow general directions.
- Working knowledge of personal computers and related software such as Microsoft Office.
- Ability to perform effectively under pressure while managing multiple tasks and meeting deadlines.
- Strong verbal and written communication skills.
- Proficiency in relevant technology, with a solid foundation in technical and practical knowledge.
- Strong organizational skills.
- Ability to collaborate effectively in a team environment while also demonstrating initiative and self‑motivation when working independently.
- Comprehensive understanding of engineering drawings, principles and standards.
- Keen attention to detail combined with the ability to see the broader picture and align with organizational objectives.
- Awareness of health and safety regulations and the ability to apply them effectively in the workplace.
