What you will do

Harris County Precinct 4 is seeking an experienced and enthusiastic Senior Project Manager within our Engineering and Construction team. The role focuses on design and construction of complex horizontal infrastructure projects including road and bridge widening and construction, operational traffic improvements, and neighborhood level drainage improvements. The position requires collaboration with the Harris County Office of the County Engineer, the Harris County Flood Control District (HCFCD), external engineering consultants and contractors, and Precinct 4 teams such as Planning and Communications.

The candidate will work with the project team and Precinct 4 leadership to address design and construction issues and respond to constituents in a customer-focused manner.

The ideal candidate will have existing relationships with key agencies and internal Harris County departments (HCFCD, HCTRA, TxDOT, and other local governments), knowledge of drainage design practices in the Houston region, understanding of traffic modelling and traffic control standards, and a track record of mentoring junior staff. The successful candidate will provide technical guidance to Precinct 4 leadership on various matters.

Job Duties and Responsibilities
  • Act as the Precinct’s representative on road and bridge widening/construction, operational traffic improvements, and drainage improvement projects through scoping, study, design, bid, and construction phases.
  • Monitor and review projects with the Harris County Office of the County Engineer and external consultants to ensure compliance with scopes, budgets, and schedules.
  • Collaborate with project team to resolve design and construction issues; review design deliverables for alignment with Precinct goals.
  • Report project status to Precinct 4 leadership; respond to inquiries from constituents, senior staff, and elected officials as required.
  • Prepare financial documentation and updates; work with Precinct 4 Finance to determine project cash flows.
  • Communicate with constituents and the public to resolve complaints related to construction projects.
  • Review traffic studies and other reports to assess and implement roadway operational and safety improvements.
  • Provide technical guidance to Precinct 4 leadership on infrastructure-related policies.
  • Liaise with HCFCD and HCTRA on technical and policy initiatives.
  • Work with the County Engineer’s Permitting group to develop Traffic Impact Assessment scopes of work for private development projects.
  • Mentor junior staff and help develop their technical skills.
  • Perform other duties as assigned or revised.
Education
  • Bachelor of Science in Civil Engineering or related field from an ABET-accredited college or university.
Experience
  • Eight (8) or more years of experience in the design and/or construction of municipal infrastructure including roads, bridges, utilities, drainage, land development, heavy civil construction, buildings, or related areas.
Additional Requirements
  • Valid Texas driver’s license on hire and a good driving record.
  • Professional Engineer (PE) licensure in Texas or the ability to obtain licensure within six (6) months of hire.
  • An updated cover letter and résumé are required for all applicants.
Licensure
  • Project Management Professional (PMP) certification.
  • Envision Sustainability Professional (ENV SP) certification.
  • Certified Floodplain Manager (CFM) certification.
Knowledge,

Skills and Abilities
  • Understanding the full project life cycle from inception through construction.
  • In-depth knowledge of standard project management processes and practical application.
  • Strong written and verbal communication, including mediation between parties with differing opinions.
