Er-Con Technologies, LLC is seeking a Senior Environmental Specialist to join our Technical Services Group in our Houston, Texas office. This is an exciting opportunity for an experienced environmental professional with strong expertise in USACE Nationwide Permitting (specifically NWP 3, 12, and 13) and the Individual Permit process
.
The ideal candidate is collaborative, client-focused, and capable of managing multiple projects simultaneously in a fast-paced environment. This role requires direct client interaction and coordination across multidisciplinary teams to successfully deliver permitting solutions for complex infrastructure projects.
Primary ResponsibilitiesThe Senior Environmental Specialist will lead and coordinate environmental permitting efforts associated with the design and construction of pipelines and structures within waterways, streams, and creeks.
Key responsibilities include:
- Manage and facilitate preparation of local, state, and federal permitting applications
, including land use approvals and Clean Water Act (CWA) Section 404 authorizations. - Oversee and execute projects involving:
- Biological resource assessments and constraints analyses
- State and federal Endangered Species Act (ESA) consultations
- NEPA documentation
- CWA Section 404/401 permitting, including Nationwide and Individual Permits
- Navigate permitting challenges while collaborating closely with engineering and project teams.
- Advise cross-functional teams on regulatory pathways, permitting risks, and compliance strategies.
- Review engineering drawings and prepare documentation for regulatory submittals.
- Develop and review environmental reports, permit applications, and compliance documents.
- Lead permitting strategy development and perform QA/QC of technical deliverables.
- Supervise, mentor, and provide technical support to junior staff.
- Coordinate with third-party scientists and planners in natural and cultural resources.
- Support project financial oversight, including review of invoices, expenditures, and audits.
- Implement and uphold Er-Con’s safety standards and professional ethics policies.
- Bachelor’s degree in biology, environmental science, natural resource management, environmental planning, geology, or related field.
- Minimum of four (4) years of experience in environmental consulting and/or environmental planning.
- Demonstrated experience executing permitting strategies under local, state, and federal regulations, including:
- NEPA
- NHPA
- CWA
- ESA
- FEMA
- State DEQ and land use permitting
- Experience working with federal agencies such as:
- US Army Corps of Engineers (USACE)
- Federal Energy Regulatory Commission (FERC)
- Bureau of Land Management (BLM)
- U.S. Fish and Wildlife Service (USFWS)
- Ability to manage multiple small projects or one large complex project.
- Strong performance in fast-paced, collaborative environments.
- Experience leading multi-disciplinary infrastructure projects.
- Experience directing subcontractors and coordinating with regulatory agencies.
- Strong technical writing skills for environmental studies and permitting documents.
- Budget management and project scheduling experience.
- Business development experience within the pipeline/energy sector.
- GIS software proficiency.
- Waters of the U.S. wetland delineation experience.
- Experience procuring or implementing compensatory mitigation.
- Experience preparing Biological Assessments (BA) and Biological Opinions (BO).
