Position Summary
The Project Engineer supports facilities and pipeline projects from design through completion, providing technical knowledge and collaborating with internal and external stakeholders to ensure key company projects are completed on time and within budget. The role works closely with the Planning Team to transition projects from planning to execution. The position is located in Midland or Houston, Texas, and reports to the Director of Engineering & Planning.

EssentialJob Duties
- Design surface facility and pipeline projects and manage them through execution.
- Coordinate project approvals, engineering design, procurement, construction, budget, and onsite commissioning/startup.
- Travel to project locations as needed for progress checks, startups, commissioning, and related activities.
- Work with Operations, Engineering, and other internal groups to provide AFE‑level cost estimates for upcoming projects.
- Develop AFE‑level cost estimates and construction project schedules.
- Collaborate with Accounting and Supply Chain Teams to manage project budgets, maintaining accurate records of committed, actualized, and estimated completion costs.
- Support the construction team with ongoing projects.
- Develop Request for Proposal (RFP) and Request for Quotation (RFQ) documents to support competitive bid processes.
- Collaborate with Procurement/Supply Chain to maximize value on contractor/vendor selection, including nurturing vendor relationships for timely and cost‑efficient deliverables.
- Collaborate with the Land Department on projects including pipeline routing adjustments, ROW status, survey and alignment sheet creation, and landowner construction requirements.
- Adhere to regulatory and compliance requirements for existing and future projects, including permitting and safety regulations.
- Use ASME B31.3, 16.5, or other relevant industry guidelines to ensure all projects meet necessary specifications and standards.
- Lead by example on company policies and procedures, including JSAs, training, incident reports, and safety observations.
- Participate in, review, and approve the assigned procurement process, inclusive of POs and invoices, ensuring accuracy in a timely manner.
- Stay current with innovative and technical industry practices for continued development.
- Perform other duties as assigned based on business needs and/or growth.
- Bachelor’s Degree in Engineering, Petroleum, Mechanical, Chemical, or a comparable field.
- 2 years of oil and gas experience.
- Strong understanding of system hydraulics, including modeling software.
- Strong organization, planning, and time‑management skills for multiple priorities.
- Strong communication skills with the ability to build relationships at all levels of the organization.
- Proficiency in MS Office (Word, Excel, PowerPoint, etc.).
- Proactive problem‑solving with strong critical and analytic skills.
- Professional, tactful, and discrete when handling sensitive and confidential information.
- Able to adapt in a fast‑paced environment.
- Able to travel as needed.
- 5 years of relevant experience.
- Midstream experience specific to facility engineering and/or planning engineering.
- Experience with HDPE (High‑Density Polyethylene) pipeline construction.
- Experience with salt‑water disposal facilities (SWD) and SWD construction.
- Working knowledge of ASME B31.3, B16.5, and the Plastic Pipe Institute (PPI) Handbook.
- Must be able to sit for extended periods at a desk and work on a computer/laptop.
- Must be able to lift up to 15 pounds.
- Standard office environment.
- When traveling to the field, must be able to stand, bend, walk, kneel, climb stairs, and lift over 50 pounds for continuous periods.
- May be exposed to loud noises, occupational hazards, and/or other outdoor elements.
- Must be able to withstand extreme weather conditions, including but not limited to extreme heat, extreme cold, wind, rain, hail, dust, snow, sleet, ice, and wet/humid or dry/arid conditions.
- May be exposed to H2S and other industry‑related chemicals.
