How will you CONTRIBUTE and GROW?

The Project Engineering Manager is responsible for managing engineering and procurement of Air Liquide investment projects ($60 million - $150 million) in accordance with the governance and work processes defined by Air Liquide Global E&C Solutions. During the execution phase, the Project Engineering Manager works with the Project Manager/Director to prepare the project execution strategy, including scope, budget, schedule, assumptions and risks.

The Project Engineering Manager is responsible for the successful delivery of complete engineering and procurement deliverables on time, on budget and according to project specifications. Prepare a well defined scope of work for construction subcontracts (Civil, Mechanical and E&I) with support from the subcontracts team.

• Develop Engineering/Procurement execution plan for the Pre-FEED/FEED and project. Manage the project execution with a focus on Engineering and procurement.

• Coordinate and control engineering activities with different E&C engineering centers, responsible for design, input to scope of work for subcontracting & fabrication and installation of an entire project (or portion of project) up to scheduled completion, in accordance with Air Liquide HSES corporate policies, contractual commitments (design data, codes, classes, etc.), schedule and engineering budget.

• Critically review interfaces between technical disciplines and/or project stakeholders. Work with all project stakeholders (procurement, legal, BDs, Operations, vendors, customers, local administrations) up to transfer to Operations.

• Ensure compliance of the project with applicable Group standards, rules and systems and with relevant external rules and regulations.

• Ensure project design review plans and technical reviews (HAZOP, P&, 3D model and stage gate reviews) are performed to meet internal and external requirements.

• Participate in client and internal technical assessments such as HAZOP, HAZID, Operability, and equipment solution/strategies.

• Ensure technical project execution within time and engineering budget by coordinating and supervising project engineers and engineering resources, managing risks/opportunities, changes and monitoring compliance with Air Liquide HSES requirements and contract commitments.

• Define engineering organization procedures, issue the basic data for design and approve general project specifications, ensuring adequate resources and expertise are available for the area under responsibility.

• Manage design change management process, identify impacts on cost and schedule and support negotiations with the client (internal or external).

• Select vendors, contractors with support from the procurement group.

• Ensure timely internal and external reporting on engineering activities to the project manager and client.

• Coordinate interfaces among engineering disciplines and with other technical disciplines, vendors, licensors, and partners.

• Contribute to schedule preparation, actively control schedule execution and propose corrective actions when needed.

• Manage risks and ensure effective mitigation plans are in place.

• Demonstrate extensive knowledge of Air Liquide organization and work processes.

• Lead resolution of complex technical issues involving multiple engineering disciplines.

• Understand Design Codes and Standards applicable to engineering design and construction of ASUs, Hydrogen plants and petrochemical facilities.

• Assist construction, installation and commissioning teams in preparing and executing site testing, installation and commissioning plans/procedures with aftermarket support, ensuring constructability and operability of the design.

• Coordinate site-related activities (RFIs, NCRs, Commissioning planning).

• Experience with detailed engineering with EPC, Engineering/Procurement, project engineering and field experience (fabrication site and offshore) preferred.
