  • The interpretation and impact evaluation of upcoming changes or new State and Federal hazardous liquids and natural gas pipeline safety and reporting regulations, and the development and management of compliance‑based programs.
  • Represent the Company at both PHMSA and State audits and investigations.
  • Provide subject‑matter expertise in support of training others on regulatory compliance issues.
  • Develop and annually review the Operations & Maintenance Manual for hazardous liquids pipelines and natural gas pipelines.
  • Respond to State and Federal regulatory agency pipeline inquiries and notices.
  • Complete and submit all required state and federal pipeline permits, filings, and reports.
  • Guide the completion and submission of required accident/incident reports, pipeline safety related condition reports, and abnormal operating condition reports as requested.
  • Enforce compliance with pipeline safety regulations and company standards, procedures, and/or processes.
  • Support and guide operational assets to prepare for state and federal regulatory audits and inspections as necessary.
  • Evaluate and provide appropriate technical guidance on all pipeline compliance requests.
  • Assist various company departments regarding permitting, project development and implementation, One‑Call, Operator Qualification, and compliance issues.
Qualifications
  • A Bachelor’s degree in Engineering is required.
  • Minimum of 5–10 years of experience in the oil and gas industry is preferred.
  • Experience in pipeline regulatory support, field operations, control center operations, maintenance, engineering, drafting, and/or project management is required.
  • Experience in developing and evaluating effective pipeline regulatory compliance programs and a detailed understanding of PHMSA/DOT 49 CFR and applicable state regulations, and working knowledge of the PHMS/DOT referenced standards is required.
  • Must be results‑oriented with excellent verbal and written communication skills.
  • Excellent computer skills, including Microsoft Office (Excel, Word, Access, Publisher, PowerPoint).
  • Knowledge and practical working experience in public meeting settings are required.
  • Must be able to walk up stairs (valve sites, compressor stations, pump stations, etc.) and withstand being outdoors for extended periods of time.
  • Willingness and ability to travel up to 50% of the time is required.
