OverviewTRC is seeking a Senior Civil or Environmental Engineer for our growing Engineering, Construction & Remediation team in Houston, Texas. The successful candidate will be a highly motivated individual and results‑oriented leader who works with stakeholders to understand project needs and manages teams to deliver services to meet those requirements. The project manager is responsible for networking with clients to identify and define projects, developing and negotiating proposals, building teams of technical staff and sub‑consultants to execute work, maintaining quality and risk management processes to keep work on track, and delivering according to scope, schedule, and budget.
Responsibilities- Manage and/or perform environmental compliance tasks, including SPCC plans; storm water pollution prevention plans (SWPPP) and permitting; NPDES/TPDES and RCRA compliance, permit applications and renewals; toxic chemical usage/processing reporting; and hazardous waste related projects.
- Oversee preparation of technical correspondence, project proposals, technical reports, work plans, and project specifications, including cost estimates and project budgets.
- Develop proposals resulting in the award of new work with clients and provide financial management of projects resulting in profitable work.
- Manage large and complex tasks and provide technical leadership to ensure internal and external expectations are met for scope, budget, schedule, and quality.
- Build and strengthen team and staff through engagement and mentorship.
- Work with design engineers to develop and review construction documents (drawings, specifications, and cost estimates) and provide bid assistance (preparing bid sheets and reviewing contractor bids).
- Complete engineering calculations (e., for process design of treatment systems, and storm and sanitary sewer design).
- Prepare regulatory applicability assessments, permit applications, and negotiate proposed permits.
- Oversee field work activities including planning work, developing work plans, and coordinating with subcontractors and clients.
- Conduct treatability studies and investigations for treatment process feasibility studies and design.
- Conduct wastewater characterization studies in support of treatment evaluations or permitting.
- Interpret data, conducting analyses, comparing findings to regulations to ensure compliance with permits and regulations.
- Communicate with clients and coordinate with regulatory agencies on behalf of clients.
- Prepare summary reports, technical memoranda and email correspondence.
- Serve as Engineer of Record for projects.
- Implement TRC's safety, quality, and project management programs.
- Minimum of 10 years of experience in environmental consulting.
- Bachelor’s degree or higher in civil or environmental engineering from an accredited university.
- Professional Engineer (P.E.) license, Texas preferable or ability to obtain reciprocity.
- Knowledge of environmental regulations (SPCC, SWPPP, MS4, NPDES/TPDES, TRRP, TCEQ, RRC, NMED/OCD, OKDEQ, RCRA, etc.).
