Job DescriptionThe Multilingual Compliance Manager role is an exciting opportunity for an individual with extensive experience managing LPAC compliance documentation and language assessments, believing that compliance is the baseline for equity for multilingual learners and committed to advancing academic achievement of emergent bilingual learners.
Duties and Essential Job Functions- Provide LPAC compliance guidance to campus administrators, campus multilingual specialists, and teachers.
- Collaborate with Regional ESL Program Managers to address compliance needs specific to emergent bilingual learners and support implementation of Bilingual/ESL state/district assessment and data collection programs.
- Manage ELLevation implementation for assigned campuses.
- Compile and track district and campus program data for multilingual students.
- Collaborate with the Managing Director of Multilingual Education, Director of Multilingual Compliance, Regional Compliance Managers, Senior Director of Assessments, and campuses to conduct TELPAS audits.
- Organize and support staff development sessions for compliance (LPACs, ELLevation, TELPAS, etc.).
- Support parent training sessions for LPAC representatives in English and Spanish.
- Collaborate with the PEIMS department to ensure proper coding of students in Bilingual and ESL programs.
- Conduct ongoing campus and online audits to validate compliance documents and reports.
- Coordinate oral language proficiency assessment to monitor students’ performance in Bilingual and ESL programs.
- Design support systems for campus emergent bilingual learner data collection and respond to campus requests as needed.
- Collaborate with campus Multilingual Specialists in the LPAC process ensuring procedures and paperwork are maintained.
Education and Experience
- Bachelor’s degree (required)
- 3+ years of experience teaching in an ESL or Bilingual setting (K‑12 preferred)
- 3+ years of successful experience in leading LPAC campus/district implementation
- Knowledge of state and federal guidelines and policies for Bilingual and ESL programs
- Experience with evaluation of EB compliance documentation and LPACs
- Knowledge of ELLevation, preferred
- Knowledge of language assessments such as TELPAS, Pre‑LAS, LAS Links and IOWA, preferred
- Expertise in Skyward (preferred) and PEIMS
- Detail oriented and able to manage multiple tasks and projects simultaneously
- Ability to manage concurrent and sometimes overlapping deadlines
- Ability to maintain professionalism in a fast‑paced and sometimes high‑stress environment
- Ability to motivate non‑direct reports to action
- Experience designing and facilitating professional development/learning sessions for administrators, teachers, and families
- Excellent written and oral communication skills
- Bilingual in any language (Spanish preferred)
Licensure/Certification /Specialized Training
- TEA LPAC Framework Training
Education and Experience
- Master’s degree preferred
- Previous experience leading LPAC compliance for Bilingual/ESL Department
Licensure/Certification /Specialized Training
- Valid Bilingual Education Certification and/or ESL Supplemental Certification (preferred)
- Considerable time spent at a desk using a computer or laptop.
- Ability to move about in a school environment.
- Attending conferences or training sessions.
- Travel between Houston Regional Office and campuses as needed.
- Travel to campuses for on‑the‑ground support as needed.
- Travel to monthly regional meetings required.
