Regulatory Compliance Specialist, Talent Manager
Job Summary
Manager, ISS, Prevailing Wage at BDO USA is a client‑focused leadership role that helps federal contractors and federal funding recipients comply with Department of Labor wage and hour requirements, including the Fair Labor Standards Act, Service Contract Act, Davis‑Bacon and Related Acts, and relevant Executive Orders. The position may also support projects related to prevailing wage and apprenticeship requirements under the Inflation Reduction Act.
Responsibilities- Provide guidance and solutions for clients on federal contractor/federal funding recipient labor law requirements (SCA, DBRA, FLSA, etc.), including compliance assessments, mock audits, process/system recommendations and implementation, and training.
- Support contractors during DOL investigations and serve as an interface with DOL as needed.
- Apply regulatory knowledge to evaluate investigative findings and/or compliance practices.
- Prepare historical calculations to remediate prior non‑compliances and offer alternative settlement/payment options.
- Review and develop client policies, procedures, and tools for compliance purposes.
- Support equitable adjustment requests, claims, debarment proceedings, and other disputes associated with labor law compliance.
- Serve as a technical resource for client questions that arise.
- Assist directors and partners with client proposals and scoping/qualifying opportunities.
- Participate in firm development activities, including speaking at conferences, networking, marking practice development opportunities, and identifying cross‑servicing opportunities.
- Contribute to thought leadership through articles, white papers, webinars, and presentations.
- Assist in workload supervision, scheduling, development, and training of associates and senior associates.
- Review and evaluate work prepared by associates and senior associates.
- Train associates and senior associates on firm methodologies and subject matters.
- Provide verbal and written performance feedback.
- Education: Bachelor’s degree required; advanced degree preferred.
- Experience: Five (5) or more years of relevant federal contracting experience; experience with FAR, SCA, DBRA, FLSA, CWHSSA, minimum wage and paid sick leave executive orders required; experience with the Inflation Reduction Act preferred.

- Software: Proficient in Microsoft Office Suite (Excel, Word, PowerPoint) required.

National Range: $110,000 – $140,000
NYC/Long Island/Westchester Range: $110,000 – $140,000
Maryland Range: $110,000 – $140,000
