Position Description
Under minimal supervision, the Sourcing Manager is responsible for managing and overseeing the process of identifying, evaluating, and engaging supplies to secure products and services that are key for Harris County’s operations. This position involves supplier management, cost control, and ensuring that the Purchasing Office meets organizational needs. The ideal candidate must possess a strategic mindset, excellent negotiation skills, and the ability to adapt to changing market conditions.
Dutiesand Responsibilities
- Strategic Sourcing:
Supports the procurement initiatives of strategic sourcing by assisting and developing/driving sourcing strategies for commodities or services within a spend category with the sourcing category manager(s) and stakeholders. - Sourcing Management:
Determines the best sourcing approach to maximize value to the County and decrease the total cost of ownership. Evaluates sourcing events in the intake process, prioritizes them, and aids in identifying potential sourcing opportunities, including contributing to the development of saving estimates. All while actively maintaining an awareness of market conditions and supply opportunities. - Vendor Management:
Assists in vendor negotiations, process improvements, and compliance related activities to meet County goals and ensures vendor feedback is incorporated into the sourcing pipeline to support vendor selection and evaluation. - Compliance:
Ensures all controls and compliance requirements are satisfied throughout the sourcing process. - Leadership:
Leads the development and execution of solicitations, bids, and RFPs including scope, bid and solicitation package development, bidder identification, and creation of advertisements; facilitating bid clarifications and awards. - Collaboration:
Partners with Departments and Purchasing functions throughout the sourcing processes.
Education and Experience
- Bachelor’s Degree in a directly related field and four (4) years of relevant experience in areas related to sourcing and purchasing, contract negotiation and management, and vendor management experience.
- Associate’s Degree in a directly related field and six (6) years of relevant experience in areas related to sourcing and purchasing, contract negotiation and management, and vendor management experience.
- High school diploma or GED and eight (8) years of relevant experience in areas related to sourcing and purchasing, contract negotiation and management, and vendor management experience.
Knowledge, Skills, and Abilities
- Ability to define clear requirements, scope, and criteria for projects.
- Advanced skills in Microsoft Suite (Outlook, Word, Excel, PowerPoint).
- Ability to prioritize and handle multiple tasks with competing deadlines.
- Excellent interpersonal skills, including the ability to influence without authority.
- Excellent written and verbal communication skills.
- Excellent problem‑solving and conflict‑resolution skills.
- Skilled in creating, processing, and evaluating bids/solicitations.
- Strong analytical skills to evaluate sourcing opportunities, conduct cost modeling, and analyze total cost of ownership.

General InformationPosition Type and Typical Hours of Work
- Monday ‑ Friday from 8:00 am to 5:00 pm
- Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.

- Annual salary range: depends on experience
- This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine.
