Supervisor, LPG Delivery
PURPOSE STATEMENT: The Supervisor of LPG Delivery oversees Liquefied Petroleum Gas (LPG) commercial motor vehicle drivers. This role is responsible for supporting, coordinating, and scheduling drivers and ensuring duties are being performed in a safe and compliant manner.
Responsibilities- Reviews work requirements, plans and prioritizes tasks and projects to fulfill daily truck requirements.
- Collaborates with the Quality Assurance & Compliance division regarding compliance requirements for commercial motor vehicle transportation of Liquefied Petroleum Gas (LPG).
- Develops written operating procedures.
- Responsible for developing, training and overseeing direct reports along with daily transport and delivery operations, which may include but not limited to:
- Delivery of LPG to end-users and truck loading personnel at the loading rack.
- Maintaining inventory of filled LPG cylinders in the required sizes.
- Investigating and resolving customer and/or driver delivery problems.
- Approving customer bill adjustments or delivery discrepancies.
- Identifying cost-effective delivery routes to assist with efficiency and ensuring deadlines are met.
- Distributing workload and hours and ensuring Hours-of-Service regulations are met.
- Evaluating and resolving LPG receipt, storage and/or delivery issues or discrepancies.
- Supports Liquefied Natural Gas (LNG) ISO container movements as necessary.
- Coordinates various security clearance requirements with appropriate organizations/companies such as military bases, refineries, and airports.
- Maintains personnel records to obtain driver identification badges for access into classified areas and handles sensitive security information (SSI).
- Ensures proper qualifications of drivers are maintained, which include:
- Administers the regulatory Driver Improvement Program.
- Maintains the Commercial Driver's License (CDL) and "H" endorsement record-keeping requirements.
- Monitors and schedules/perform regulatory training and physical exams.
- Performs and is responsible for:
- Preparing cost requirements and justification for capital and operating expenditures.
- Monitoring and controls such expenditures to keep within estimated budgets.
- Creating operating reports, government reports, and staffing reports, etc.
- Interacting with customers, contractors, suppliers, government agencies to achieve or satisfy operational requirements.
- Maintaining adequate inventory of equipment and new cylinders for both normal LPG business.
- Partners with Human Resources on hiring, promotions, disciplines, and other personnel action of or pertaining to employees; performs Step 1 of the grievance procedure in the Collective Bargaining Agreement.
- Reviews and approves timesheet and time off requests.
- Coordinates with EH&S on technical training programs and maintains records of all training conducted.
- Participates in trade organizations such as Oahu Fleet Safety Organization, Hawaii Trucking Association, etc.
- Keeps abreast of all federal, state and local regulations and laws.
- Complies with all safety rules and cooperates in the fullest in the promotion of safety and safe work habits, to include the reporting of any unsafe conditions or acts. Maintains all EH&S training on a current basis.
- Complies with all applicable corporate and Hawaii Gas policies and procedures.
- Maintains assigned work area and equipment in a clean, orderly and safe manner; performs housekeeping duties as required and/or instructed. Works in a safe and responsible manner.
- Performs all other related duties as instructed by supervisor/manager.
- High school diploma or GED.
- At least five (5) years of successful industry experience in transporting and delivering hazardous materials.
- Proficient in the use of MS Office suite of tools (Outlook, Word, Excel, Access, and PowerPoint).
- Good understanding and working knowledge of NFPA 58, applicable parts of Coast Guard regulations, Federal Motor Carriers Safety regulations, D.O.T. regulations, and OSHA.
- Good working knowledge of NFPA 54, 58 & 59, CDL, and FMCSA regulations.
- Experience with Customer Information Systems (CIS), energy software systems and enterprise resource planning (ERP) systems.
- Working knowledge of the rules, tariffs and the Hawaii Public Utilities Commission (PUC) regulations.
- Valid Hawaii driver's license required.
- Must obtain and maintain certifications for access to controlled facilities.
- 7+ years of successful industry experience in transporting and delivering hazardous materials.
- Experience working in a Union environment.
- Experience with Cargas Energy software.
- CDL B license with Hazardous material endorsement.
