Salary and CompensationSalary: $6,043 to $7,351 per month (SR-24, Step D to I). Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.
Position SummaryThe Investigator V level plans, organizes, directs and coordinates the activities of an investigative agency concerned with civil, administrative and/or criminal investigations within its jurisdiction, where violations investigated relate to a specific program area (e.g., welfare fraud), or where investigations span multiple jurisdictions (e.g., Executive, Legislative, Judicial Branches, State departments, counties, federal governments, and regulatory boards) and are not limited to a single program area.
Performs other related duties as assigned.
The current vacancy position is located in the Office of the Inspector General of the Department of Law Enforcement. The Office of the Inspector General manages investigative services to detect and deter fraud and abuse within the department by investigating complaints of misconduct by employees and programs. This position is vested with statewide police powers by Chapter 353C-4, Hawaii Revised Statutes (HRS) and is authorized to carry and utilize firearms and ammunition.
The purpose of this position is to conduct highly complex investigations into persons or organizations within or connected to the Department of Law Enforcement.
Legal Authorization to Work: The State of Hawaii requires all persons seeking employment with the government of the State to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic Education/
Experience:
Bachelor's degree from an accredited four-year college or university.
Specialized
Experience:
Three and one-half (3-1/2) years of progressively responsible professional investigative experience which demonstrates:
- A. Initiative, ingenuity, resourcefulness, and judgment to collect, assemble, and develop facts and other pertinent data;
- B. Ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions;
- C. Skill in written and oral reports and presentation of investigative findings clearly and concisely; and
- D. Tact, discretion, and capacity for obtaining the cooperation and confidence of others.
Quality of
Experience:
At least one (1) year of Specialized Experience must be comparable in scope, complexity and responsibility to work experience characteristic of the Investigator IV class of work in State service. The Investigator IV performs and/or supervises investigations involving suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements within an agency's jurisdiction; determines case approach and gathers supporting evidence or information;
prepares reports; and performs other related duties as assigned.
Investigator IV positions include:
Selective Certification Requirement (Criminal and/or Administrative Investigations Experience): Applicants must have demonstrated knowledge of interviewing and interrogation techniques; proper investigative report writing techniques, rules of legal evidence; search and seizure laws; laws of arrest; surveillance techniques and equipment; proper use of force (including deadly force); and Hawaii Penal Code.
