Fisheries Immersed Sciences Hawaii, Inc. (FISH) is a Woman Owned Small Business (WOSB) skilled in fisheries observation, marine biology, island coastal resource management, scientific research, and innovative technology. As part of our ongoing growth and expansion, we are seeking to hire an Investigative Support Technician to support the NOAA Office of Law Enforcement (OLE), Pacific Islands Division (PID).
The Investigative Support Technician will support the Pacific Islands Division in managing administrative and operational activities primarily focused on investigative support and Vessel Monitoring System (VMS) operations. This role directly supports NOAA’s enforcement mission by ensuring accurate data entry, monitoring vessel tracking systems, generating reports, assisting with compliance audits, and maintaining responsive communication channels.
Work will be performed primarily on-site at 1845 Wasp Blvd., Honolulu, HI 96818, during normal business hours (Monday–Friday, 0730–1630 local time), not to exceed 40 hours per week.
(This will be a contingent position, based upon contract award). FISH will be operating under FLOAT - A "Fish" and "Lynker" Ocean Alliance Team - a Joint Venture Prime contract holder for NOAA Pro Tech Fisheries*.

Period of Performance
Period of PerformanceAnticipated period of performance:
April 1, 2026 – March 31, 2027, with potential option year extension.
- Receive and manage incoming communications, including phone calls, emails (Gmail), Google Chat messages, voicemail, and in-person inquiries.
- Monitor and respond to work-related Gmail, Google Chat, and Google Calendar tasks and queries.
- Actively monitor maritime domain awareness (MDA) using VMS and AIS tracking applications (e.g., vTrack, Proteus, Trackwell, Marine Traffic Enterprise, Spire, Seavision, Skylight, Google Earth).
- Create target lists and alerts in VMS systems in support of enforcement tasking.
- Update and maintain VMS monitoring applications, including semi-automated Google Sheets dashboards, ensuring daily updates in accordance with Standard Operating Procedures (SOPs).
- Generate recurring and on-demand reports from law enforcement and VMS databases.
- Perform data entry and process case packages within law enforcement systems in accordance with SOPs and case-processing manuals.
- Assist (approximately twice per month) with dockside VMS compliance audits, including visual vessel location verification and entry of audit data into an online interface.
- Complete Investigative Support or VMS-related requisition forms using provided data-entry interfaces and route appropriately.
- Prepare template documents and distribute completed forms to designated offices.
- Maintain electronic filing systems and documentation in accordance with records management requirements.
- Perform occasional local travel as authorized and, if required, support off-island tasking.
- High school diploma plus two (2) or more years of related experience; relevant post-high school education or training may substitute for experience.
- Proficiency in word processing, spreadsheets, and data entry.
- Experience working with relational data in spreadsheet applications.
- Knowledge of Google Workspace (Gmail, Google Sheets, Google Docs, Google Calendar).
- Experience with or familiarity in geospatial VMS and AIS tracking and alerting systems.
- Ability to work independently with strong attention to detail.
- Valid driver’s license (required for local driving and dockside audit support).
- Ability to obtain and maintain a Public Trust clearance (background investigation required prior to commencement of work).
- On-site position at a NOAA facility (Ford Island, Honolulu, HI).
- Requires PIV/CAC credential.
- Requires NOAA email account and use of Government-furnished IT equipment.
- Access to non-public NOAA/DOC data.
- Dockside/harbor-side work is anticipated.
