Position: HUMAN RESOURCES SPECIALIST IV AND V (PRE-DISCIPLINARY HEARINGS) - DOWNTOWN, OAHU

Job Description:

Human Resources Specialist IV: $5,369 to $6,535 per month (SR-22, Step D to I)

Human Resources Specialist V: $6,043 to $7,351 per month (SR-24, Step D to I)

Note:

Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

The positions are located in the Department of Public Safety, Inspections and Investigations Office, Pre-Disciplinary Hearings Staff.

Responsibilities:

Level IV:
Conducting pre-disciplinary hearings on alleged employee misconduct; reviewing investigation reports; analyzing evidence objectively; interpreting and applying HR laws and rules, collective bargaining agreements, and departmental standards of conduct, policies, and procedures; and preparing formal, written recommendations on disciplinary actions.

Level V:
Conducting pre-disciplinary hearings for the department which includes reviewing investigation reports to identify issues; scheduling and conducting pre-disciplinary hearings on alleged employee misconduct; analyzing evidence objectively; interpreting and applying personnel laws and rules; collective bargaining agreements, and departmental standards of conduct, policies and procedures; preparing formal written recommendations to affirm, modify or reverse program disciplinary recommendations and conducting training and providing advisory services to supervisors, administrators, and investigators on handling disciplinary matters.

Qualifications:

To qualify, you must meet all of the following requirements:

  • Basic Education/

    Experience:

    A bachelor's degree from an accredited four-year college or university for both levels.
  • Specialized

    Experience:

    Two and one-half years for level IV and three and one-half years for level V of professional work experience in one or any combination of human resources management functions.
  • Selective Certification-Labor Relations

    Experience:

    One year for level IV and two years for level V of professional work experience in the area of labor relations.

Substitutions Allowed:

  • Possession of a master's degree from an accredited college or university in personnel administration, personnel and industrial relations, or human resources management may be substituted for one year of personnel or professional/analytical/administrative experience.
  • Possession of a Ph.D. degree from an accredited college or university in one of the fields described above may be substituted for two years of personnel or professional/analytical/administrative experience.
  • Possession of a master's degree from an accredited college or university in labor and industrial relations may be substituted for one year of the personnel or the professional/analytical/administrative experience including one year of the labor relations experience.
  • Possession of a Ph.D. degree in labor and industrial relations may be substituted for two years of personnel or the professional/analytical/administrative experience including one year of the labor relations experience.
